Abstract

Penelitian ini menekankan pada identifikasi kebutuhan pembuatan Standar Operasional Prosedur (SOP) bukan menguji hipotesis. SOP merupakan gambaran langkah-langkah kerja (sistem, mekanisme dan tata kerja internal) yang diperlukan dalam pelaksanaan suatu tugas untuk mencapai tujuan instansi pemerintah. SOP sebagai suatu dokumen/instrumen memuat tentang proses dan prosedur suatu kegiatan yang bersifat efektif dan efisisen berdasarkan suatu standar yang sudah baku. Penelitian ini menggunakan metode penelitian kualitatif deskriptif dan menggunakan wawancara untuk pengumpulan data. Lokasi penelitian di Kantor Pemerintahan Kota Malang. Berdasarkan hasil penelitian dapat disimpulkan bahwa identifikasi kebutuhan pembuatan Standard Operational Prosedur(SOP) Organisasi Perangkat Daerah pemerintah Kota Malang belum terprogram secara baik dan masih terdapat bagian yang memiliki kelemahan dan diperlukan penambahan di dalamnya. Kelemahan dan kekurangan dari pembuatan kebutuhan SOP seperti: (1) dokumen yang tidak bernomor urut; (2) perangkapan tugas; (3) kurangnya pengamanan aset; (4) sistem yang kurang efektif. Penelitian ini menghasilkan usulan perbaikan pada flowchart, dokumen, dan rancangan Standar Operational Prosedur dalam rangka meningkatkan pengendalian internal organisasi. Adanya SOP dapat menjadi pedoman dalam melakukan kegiatan operasional sehingga semua kegiatan yang dijalankan dapat berjalan dengan baik. Dengan adanya penelitian ini diharapkan pekerjaan dapat terlaksana dengan baik, tepat waktu, dan dapat dipertanggung jawabkan.

English Abstract

This study emphasizes the identification of the requirements of making Standard Operational Procedures (SOP) rather than testing the hypothesis. SOP is an overview of work steps (internal systems, mechanisms and working procedures) required in the implementation of a task to achieve the objectives of government agencies. SOP as a document / instrument contains the processes and procedures of an activity that is effective and efficient based on a standard that has been standard. This research uses descriptive qualitative research method and use interview for data collection. Research location in Malang City Government Office. Based on the results of the study can be concluded that the identification of the needs of making Standard Operational Procedure (SOP) Organization of Local Government of Malang City has not been programmed well and there are still parts that have weaknesses and needed addition in it. Weaknesses and shortcomings of making SOP needs such as: (1) documents not serial number; (2) assignment of tasks; (3) lack of asset security; (4) less effective systems. This research resulted in proposed improvements to flowcharts, documents and draft Standard Operational Procedures in order to improve internal organizational control. The existence of SOP can be a guideline in conducting operational activities so that all activities that run can run well. With this research is expected to work can be done well, on time, and can be justified.
