Abstract
Pengembangan ekonomi saat ini menekankan pada konsep ekonomi kreatif sesuai dengan Intruksi Presiden Republik Indonesia No 6 Tahun 2009. Dalam hal ini pemerintah terus mendorong upaya pengembangan ekonomi kreatif secara komprehensif dan berkelanjutan termasuk pemerintah daerah kota Semarang. Salah satu subsektor ekonomi kreatif adalah Industri Kecil Menengah Batik Semarangan di Kampung Batik yang menjadi prioritas pengembangan industri di Kota Semarang. Industri batik di Semarang pernah mengalami masa kejayaan, namun dalam perkembangannya menghadapi permasalahan seperti masalah pemasaran yang kurang diminati oleh masyarakat luas yang tidak mengetahui adanya batik Semarang, masalah permodalan maupun masalah bahan baku dimana para pelaku industri batik Semarang masih bergantung pada daerah lain. Sehingga yang menarik untuk dikaji adalah terkait strategi pemerintah daerah ini dalam pengembangan Industri Kecil Menengah Batik Semarangan Berbasis Ekonomi Kreatif. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Dengan memfokuskan pada dua hal yaitu: Pertama tentang strategi dalam pengembangan Industri Kecil Menengah Batik Semarangan berbasis ekonomi kreatif. Dan kedua, faktor pendukung dan penghambat strategi pemerintah daerah dalam pengembangan Industri Kecil Menengah Batik Semarangan berbasis ekonomi kreatif. Model analisis data yang dipergunakan adalah model analisis data Miles, Huberman dan Saldana, yang terdiri dari pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa strategi pengembangan yang dilakukan pemerintah daerah menggunakan indikator pilar utama pengembangan ekonomi kreatif meliputi aspek industri, teknologi, sumber daya, institusi, lembaga intermediasi keuangan, dan promosi. Faktor pendukung dalam strategi pengembangan Industri Kecil Menengah Batik Semarangan adalah keterampilan pelaku industri yang memadai dan adanya dukungan pemerintah. Faktor penghambat dalam strategi pengembangan Industri Kecil Menengah Batik Semarangan adalah terbatasnya anggaran, ketersediaan bahan baku, dan masalah pemasaran.
English Abstract
Present economic development emphasizes on the concept of creative economy in accordance with the Instructions of the President of the Republic of Indonesia No. 6 of 2009. In this case te government continues to encourage the development of creative economy comprehensively and sustainably including the local government of Semarang City. One of the economic sub-sectors is Small and Medium Industries of Semarangan Batik in Batik Village which becomes the priority of Industrial development in Semarang City. Industry of batik in Semarang has ever experienced a glorious period, but in its development it faced problems such as marketing problems which was less desired by the wider community who did not know the existence of batik Semarang, the problems of capital and raw material in which the Semarang batik industry was still depend on other regions. So the interesting thing to study was about the Strategy of Local Government in Developing Small and Medium Industries of Semarangan Batik Based on Creative Economy. This research used types of descriptive research with qualitative approach. Which focused on two things: First on the strategy in developing the Small and Medium Industries of Semarangan Batik based on creative economy. And second, the supporting and inhibiting factors of local government’s strategy in developing Small and Medium Industries of Semarangan Batik Based on Creative Economy. Data analysis model used was data analysis model of Miles, Huberman and Saldana, consisting of data collection, data reduction, data display, and conclusion with drawal. The results of research showed that the strategy of development carried out by the local government used indicators of main pillars of creative economic development involving the aspects of industry, technology, resources, institutions, financial intermediary, and promotions. The supporting factors in the strategy of developing Small and Medium Industries of Semarangan Batik was the adequate skills of industry players and government supports. The inhibiting factors in strategy of developing Small and Medium Industries of Semarangan Batik was the limited budget, availability of raw materials, and marketing issues.
