Abstract

Singkong atau ubikayu (Manihot esculenta) merupakan jenis tanaman umbi-umbian yang banyak dibudidayakan di Kabupaten Malang. Pada tahun 2013, produksi singkong di Kabupaten Malang mencapai 335.980 ton (BPS, 2013). Produk olahan singkong yang sangat terkenal yaitu keripik singkong. Salah satu badan usaha di Kabupaten Malang yang memproduksi keripik singkong yakni UKM Langgeng Jaya Abadi. Beberapa permasalahan yang terjadi yakni keterlambatan pasokan bahan baku, kelalaian karyawan dan penjualan keripik singkong yang fluktuaktif. Masalah-masalah tersebut dapat memicu timbulnya risiko-risiko yang dapat mempengaruhi aktivitas rantai pasok di UKM Langgeng Jaya Abadi. Oleh sebab itu, penelitian ini dilakukan untuk mengidentifikasi dan menilai risiko yang muncul pada rantai pasok di UKM Langgeng Jaya Abadisehingga dapat ditentukan strategi mitigasi yang tepat untuk mengurangiagen risiko. Salah satu metode yang digunakan untuk penilaian risiko pada rantai pasok yaitu House Of Risk (HOR).Penerapan HOR melalui dua fase yaitu HOR fase 1 dan HOR fase 2. HOR fase 1 digunakan untuk mengidentifikasi kejadian risiko dan agen risiko yang berpotensi timbul sedangkan HOR fase 2 digunakan untuk perancangan strategi mitigasi untuk mengatasi agen risiko prioritas. Variabel yang dianalisis yaitu supply risk, internal risk dan demand risk. Penelitian ini menggunakan 4 responden yaitu tengkulak (1 orang), UKM (2 orang) dan agen (1 orang). Pada penelitian diketahui bahwa struktur kelambagaan rantai pasok UKM Langgeng Jaya Abadi terdiri dari tengkulak, viii UKM dan agen. Hasil identifikasi risiko menunjukkanterdapat 24 kejadian risiko dan 26 agen risiko. Setelah dilakukan penilaian risiko didapatkan 2 agen risiko prioritas yakni kelalaian karyawan dan kesalahan perencanaan. 6 strategi mitigasi dirancanguntuk mengurangi munculnya agen risiko antara lainmengevaluasi kinerja karyawan, memberikan teguran dan sanksi, membuat penjadwalan aktivitas, memperbaiki informasi permintaan keripik singkong, membuat pengendalian persediaan bahan baku dan bahan penunjang dan pengemas serta memperbaiki sisitem koordinasi internal.

English Abstract

Cassava (Manihot esculenta) is a type of tubers that widely cultivated in Malang Regency. In 2013, the production of cassava in Malang Regency reached 335,980 tons (BPS, 2013). The most famous processed cassava products is cassava chips. One of business entity in Malang regency that produces cassava chips is UKM Langgeng Jaya Abadi. Some problems that happened are delay in raw material supply, negligence employees and flucktuative sales of cassava chips. These problems can lead to risks that may affect supply chain activity in UKM Langgeng Jaya Abadi. Therefore, this study was conducted to identify and assess the risks that occur in the supply chain in UKM Langgeng Jaya Abadi so that the appropriate mitigation strategy can be determined to reduce the risk agents. One of the methods used for risk assessment in the supply chain is House Of Risk (HOR). The application of HOR through two phases that are HOR phase1 and HOR phase 2. HOR 1 phases is used to identify potential risk events and potential risk agents while HOR phase 2 is used to design of mitigation strategies for reducing priority risk agents. The variables analyzed are supply risk, internal risk and demand risk. This study used 4 respondents namely supplier (1 person), UKM Langgeng Jaya Abadi (2 people) and agent (1 person). In the research, the structure of supply chain of UKM Langgeng Jaya Abadi consists of supplier, UKM Langgeng Jaya Abadi and agent. The result of risk identification was found 24 risk events and 26 risk agents. In risk assessement was x selected 2 priority agent which are negligence employees and planning mistakes.6 mitigation strategies designed to reduce the priority risk agentsinclude evaluating employee performance, providing reprimands and sanctions, scheduling activities, improving information on demand for cassava chips, making inventory control of raw materials and supporting materials and packaging and improving the internal coordination system
