Abstract
Pertanian merupakan sektor yang paling mendominasi Produk Domestik Regional Bruto (PDRB) Kabupaten Kotawaringin Timur. Sub-sektor yang paling memberikan sumbangsih paling besar dalam sektor pertanian tersebut adalah sub-sektor perkebunan, dan komoditas perkebunan yang paling mendominasi adalah perkebunan kelapa sawit. Sustainable Development dapat terwujud apabila suatu pembangunan telah mewujudkan keberlanjutan pada tiga aspek yaitu : Ekonomi, Sosial, dan Lingkungan. Sedangkan pada kenyataanya perkebunan kelapa sawit hanya berkelanjutan pada aspek ekonomi saja, sedangkan aspek lingkungan dan aspek sosial seringkali dikesampingkan. Oleh karena itu, diperlukan sebuah strategi perencanaan untuk dapat mewujudkan pembangunan perkebunan kelapa sawit yang berbasis Sustainable Development di Kabupaten Kotawaringin Timur. Tujuan penelitian tesis ini adalah untuk menjelaskan, dan menganalisis: 1) ProgramperencanaandariPemerintahKabupatenKotawaringin Timurdalammenanggulangidampaknegatifdaripembangunanperkebunankelapasawit, 2) Upayasustainable development yang dilakukanolehketigapihakpadaperencanaanpembangunanperkebunankelapasawit di KabupatenKotawaringin Timur, 3) Strategisustainable development yang cocokditerapkanpadaperencanaanpembangunanperkebunankelapasawit di KabupatenKotawaringin Timur. Penelitian ini menggunakan metode kualitatif dengan pendekatan deskriptif. Hasil penelitian menunjukkan bahwa pembangunan perkebunan kelapa sawit di Kabupaten Kotawaringin Timur hanya berkelanjutan pada aspek ekonomi dan aspek sosial saja, sedangkan untuk aspek lingkungan masih belum berkelanjutan. Untuk menangani hal tersebut strategi yang patut dilakukan adalah dengan menggunakan tiga tahapan yaitu input-proses-output. Input merupakan identifikasi terhadap beberapa dokumen perencanaan, dan sejumlah pengaduan dari masyarakat tentang permasalahan perkebunan kelapa sawit. Proses merupakan kegiatan analisis dan pembahasan mengenai hasil identifikasi pada tahap input. Output merupakan hasil pembahasan antara pemerintah, perusahaan, dan masyarakat yang ditetapkan dalam sebuah program kegiatan pembangunan perkebunan kelapa sawityang berwawasan Sustainable Development
English Abstract
Agriculture is the most dominant sector of Gross Regional Domestic Product (PDRB) of East KotawaringinDistrict.The sub-sectors with the most contribution in the agricultural sector are the plantation sub-sector, and the most dominant plantation commodities are oil palm plantations.Sustainable Development can be realized if a development has realized sustainability in three aspects, namely: Economic, Social, and Environment.While in fact palm oil plantations only sustainable on the economic aspects alone, while the environmental aspects and social aspects are often set aside.Therefore, a planning strategy is needed to enable the development of oil palm plantations based on Sustainable Development in East KotawaringinDistrict. The purpose of this thesis research is to explain and analyze: 1) Planning program of East Kotawaringin District Government to overcome the negative impact of oil palm plantation development, 2) Sustainable development effort by third parties on planning of oil palm plantation development in East Kotawaringin District, , 3) sustainable development strategy that is suitable to be applied in oil palm plantation development planning in East KotawaringinDistrict.This research uses qualitative method with descriptive approach. The results showed that the development of oil palm plantations in East Kotawaringin only sustainable on economic aspects and social aspects only, while for the environment is still not sustainable.To handle this the strategy that should be done is to use three stages of input-process-output.Input is an identification of several planning documents, and a number of public complaints about oil palm plantation issues.Process is an activity of analysis and discussion about the result of identification at input stage.Output is the result of discussion between the government, the company, and the community set forth in a program of oil palm plantation development activities that are Sustainable Development
