Abstract
Implementasi Program Sistem Informasi Pegawai Online (SIPO) dalam Mewujudkan e-Government bertujuan untuk menyediakan media pusat data kepegawaian dalam bentuk database yang disajikansecara online. Sehingga program ini dapat memenuhi kebutuhan data pegawai dan sinkronisasi database kepegawaian antara SIPO dengan BKN. Data atau informasi yang dikelola melalui SIPO digunakan oleh user dalam mengambil keputusan menata dan menempatkan PNS, Perencanaan Pegawai, Pengembangan pegawai, laporan rutin kepegawaian, dll. Implementasi program SIPO ini berpengaruh pada layanan kepegawaian yang lebih baik dan lebih cepat dengan memanfaatkan e-government yaitu sebuah sistem informasi yang lebih luas mencakup semua kebutuhan pegawai. Penelitian ini bertujuan untuk mendiskripsikan dan menganalisis tentang Implementasi Program Sistem Informasi Pegawai Online (SIPO) dalam Mewujudkan e-Government di Badan Kepegawaian Daerah Kabupaten Tulungagung. Pada penelitian ini peneliti menggunakan jenis penilitian deskriptif, peniliti juga membatasi fokus penelitian, meliputi model implementasi program SIPO terdiri dari pengorganisasian, interpretasi, dan penerapan program, faktor pendukung dan penghambat implementasi program SIPO. Peneliti menggunakan teknik triangulasi dengan menggunakan pendekatan metode analisis Miles and Huberman. Hasil penelitian menunjukkan bahwa upaya Badan Kepegawaian Daerah Kabupaten Tulungagung dalam mewujudkan e-Government sudah baik. Dapat dikatakan bahwa implementasi SIPO membantu admin dan operator dalam mengolah data pegawai maupun memberi layanan kepegawaian, namun pada implementasi program SIPO masih terdapat hambatan. Berdasarkan hasil tersebut maka dalam mewujudkan program SIPO yang lebih baik dan terintegritas, serta peningkatan kualitas SIPO perlu adanya perbaikan atau pengembangan dalam mengatasi hambatan yang sering muncul.
English Abstract
The Implementation Program of Employee Information Online System (SIPO) RealizingElectronicGovernmentaims to provide a media of data center personnel in form a database by online. So this program can needs of employee data and synchronization of personnel databases between SIPO and BKN.Data or information managed through SIPO is used by the user in making decisions to organize and place civil servants, Employee Planning, Employee Development, reports on personnel routine, etc.Implementation of SIPO program is impacting on employment services be better and faster by utilizing e-government is a more comprehensive information system that covering all the needs of employees. The purpose of research for descripe and analysis about implementation program of employee Information Online (SIPO) to realizing e-government. Research type is descriptive. Focus of research is given upon several issues such as : program implementation design of SIPO program that is organizing, interpretasi, and application program; and the factors supporting and constraining the application of SIPO program. Triangulation technique is employed to check data validity. Analysis process is using Miles and Huberman’s analysis method. Result of research indicates that Board of Regional Employee to realizing e-government has a competence. It is said that implementation of SIPO program helped admin and operator for processing employee data or give employee services. However, implementation of SIPO program are still obstacles. So, based the result to realized of SIPO has competence and integrated, also increase quality of SIPO to need improvement and development in proper way.
