Abstract
Pemberdayaan kaum perempuan merupakan hal yang penting dalam mewujudkan pembangunan, baik pembangunan sosial, ekonomi, pendidikan dan memberikan keadilan bagi masyarakat untuk mendapatkan hak-haknya serta menciptakan masyarakat yang berdaya dan mandiri. Oleh karena itu, diperlukan peranan pemerintah sekaligus mitra pemerintah (lembaga) yakni DP3A dan MWPRI dalam melakukan pemberdayaan kepada kaum perempuan yang telah bergabung dalam Kelompok PPR di Desa Sukoanayar agar mampu meningkatkan kemandirian dan kesejahteraan. Tujuan penilitian ini untuk mengetahui, mendiskripsikan, dan menganalisis konsep pemberdayaan perempuan dan mengetahui, mendiskripsikan, dan menganalisis proses pemberdayaan perempuan kelompok PPR Sukoanayar. Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif dan memaparkan fokus penelitian yaitu (1) Program pemberdayaan perempuan pekerja rumahan meliputi: Strategi program pemberdayaan perempuan dan pengembangan program pemberdayaan perempuan. (2) Proses pemberdayaan perempuan pekerja rumahan meliputi: Pembinaan dan Pelatihan terhadap sumber daya manusia (SDM) dan pembinaan dan pelatihan strategi usaha. (3) Indikator keberhasilan pemberdayaan perempuan pekerja rumahan meliputi: Perlindungan hubungan kerja dan peningkatan keterampilan untuk taraf hidup dan jaminan hak perempuan pekerja rumahan. Analisis data yang digunakan adalah analisis data model interaktif Milles dan Huberman dengan tahapan kondensasi data, penyajian data, dan penarikan kesimpulan atau verifikasi. Hasil Penelitian menunjukkan bahwa pemberdayaan perempuan pekerja rumahan di Desa Sukoanayar dilihat dari strategi program maka telah baik dan sesuai untuk diterapkan, serta pengembangan program telah maksimal. Ditinjau dari proses pemberdayaan PPR yang terdiri dari pembinaan dan pelatihan SDM berupa keorganisasian cukup baik dan pemahaman terhadap perundang-undangan yang masih kurang dipahami, serta pemahaman TIK yang masih belum dikuasai oleh PPR. Sementara untuk pembinaan dan pelatihan strategi usaha telah berjalan dengan baik, sehingga Kelompok PPR dapat memproduksi produk. Kemudian Indikator keberhasilan dari tingkat taraf kehidupan PPR, maka DP3A dan MWPRI telah berhasil meningkatkan kualitas SDM dan usaha produktivitas usaha PPR, sementara untuk hubungan kerja PPR dengan perusahaan masih tanpa status yang jelas. Sedangkan untuk hak-hak PPR dari perusahaan juga belum mendapatkan upah dan jaminan yang layak, tetapi DP3A dan MWPRI telah mengupayakan himbauan dan sosialisasi tentang regulasi perlindungan PPR kepada perusahaan. DP3A dan MWPRI juga memberikan beberapa jaminan hak kepada PPR.
English Abstract
The empowerment of women is important in realizing development, whether social, economic, educational and providing justice for the people to get their rights and create a society that is empowered and independent. Therefore, the government and government partners (ie, DP3A and MWPRI) are required to empower women who have joined the PPR Group in Sukoanayar Village in order to increase their independence and prosperity. The purpose of this research is to know, to describe and analyze the concept of women empowerment and to know, to describe and analyze the process of empowerment of women of PPR Sukoanayar group. This research is descriptive research with qualitative approach and exposes the focus of research that is (1) Empowerment program of woman of home worker include: Strategy program of woman empowerment and development of woman empowerment program. (2) The process of empowerment of female domestic workers includes: Development and Training of human resources (HR) and coaching and training of business strategy. (3) The indicators of successful empowerment of women in home-based workers include: Protection of employment relations and improvement of skills for living standards and the guarantee of women's rights of home workers. Data analysis used is data analysis of Milles and Huberman interactive model with data condensation stage, data presentation, and conclusion or verification. The results showed that empowerment of women home workers in Sukoanayar Village is seen from the program strategy that has been good and appropriate to be applied, and the development of the program has been maximal. Judging from the process of empowerment of PPR which consists of coaching and training of human resources in the form of good organization and understanding of legislation that is still poorly understood, as well as understanding of ICT which still has not mastered by PPR. While for coaching and business strategy training has been running well so that PPR Group can produce the product. Then the indicator of success from the level of standard of life of DP3A and MWPRI has succeeded in improving the quality of human resources and business productivity effort of PPR, while for working relationship of PPR with company still without clear status. As for the rights of the PPR of the company also have not received proper wages and guarantees, but DP3A and MWPRI have sought an appeal and socialization of the PPR protection regulation to the company. DP3A and MWPRI also provide some rights guarantee to PPR.
