Abstract

Penelitian ini beranjak dari adanya pelaksanaan Program Revitalisasi Pantai Malalayang dan Penataan PKL Pantai Malalayang yang berdampak pada peningkatan persaingan usaha kuliner yang harus dihadapi PKL Pantai Malalayang. Dalam kondisi persaingan yang meningkat, PKL memiliki modal sosial dalam relasinya dengan pihak pelanggan, sesama PKL, pemerintah setempat dan pekerja yang dapat bermanfaat untuk eksistensi usahanya. Meskipun begitu, modal sosial tersebut bisa mengalami perubahan kondisi akibat pelaksanaan kedua program tadi. Berdasarkan hal itu, penelitian ini bertujuan untuk menganalisis dinamika modal sosial pra dan pasca pelaksanaan Program Revitalisasi Pantai Malalayang dan Penataan PKL, serta kontribusi modal sosial terhadap eksistensi usaha dalam persaingan pasca pelaksanaan Program Revitalisasi Pantai Malalayang dan Penataan PKL. Penelitian ini menggunakan konsep Modal Sosial dari James Coleman. Penelitian ini juga menggunakan metode kualitatif dengan pendekatan studi kasus. Hasil penelitian ini menunjukkan bahwa pasca pelaksanaan Program Revitalisasi Pantai Malalayang dan Penataan PKL, modal sosial dalam relasi PKL dengan pihak pelanggan lebih sulit berkembang, modal sosial dalam relasi sesama PKL dapat bertahan dan berkembang, modal sosial antara PKL dengan anak kandungnya tetap bertahan sedangkan modal sosial antara PKL dengan pekerja selain anak lebih sulit terbangun. Selain itu muncul modal sosial baru dalam relasi PKL dengan pemerintah setempat. Hasil penelitian ini juga menunjukkan bahwa modal sosial bermanfaat bagi PKL yang masih berjualan maupun yang sudah berhenti berjualan. Bagi PKL yang masih berjualan, keberadaan modal sosial berkontribusi dalam menjaga kelangsungan penjualan, kelangsungan produksi, kelangsungan modal, keamanan usaha dan manfaat dalam bentuk dukungan moril. Semua manfaat modal sosial itu turut memperkuat eksistensi usaha PKL. Sedangkan bagi PKL yang sudah berhenti berjualan, modal sosial memungkinkan tempat usaha mereka dapat tetap terawat dan aman dari penertiban.

English Abstract

This research moved from the implementation of Malalayang Coast Revitalization Program and the arrangement of street vendors of Malalayang Coast which has an impact on increasing the culinary business competition that must be faced by the street vendors in Malalayang coast. In the increasing competitive conditions, street vendors have social capital in relation to the customers, fellow street vendors, local government and workers who can be useful for the existence of their business.Nevertheless, the social capital may experience a change in conditions due to the implementation of both programs. Based on that, this study aims to analyze the dynamics of social capital pre and post implementation of Malalayang Coast Revitalization Program and the Arrangement of Street Vendors, as well as the contribution of social capital to the existence of business in the competition after the implementation of Malalayang Coast Revitalization Program and the Arrangement of Street Vendors. This study uses the concept of Social Capital from James Coleman. This research also uses qualitative method with case study approach. The results of this research show that after the implementation of Malalayang Coast Revitalization Program and the Arrangement of Street Vendors, social capital in the relationships of street vendors with the customer is more difficult to develop, social capital in the relationship of fellow street vendors can survive and develop, social capital between street vendors with their children survive while social capital between street vendors and workers other than children is more difficult to be developed. In addition, there is also a new social capital of street vendors relations with the local government related to the utilization of business premises. The results of this research also show that social capital is useful for street vendors who are still selling and who have stopped. For street vendors who still sell, the existence of social capital contribute in maintaining the continuity of sales, production continuity, capital sustainability, business security and benefits in the form of moral support. All these benefits contribute to strengthening the existence of business street vendors. As for street vendors who have stopped selling, social capital allows their business places to remain well maintained and safe from curbing.
