Abstract

Penelitian ini bertujuan untuk melihat aktivitas public relations Kementerian Keuangan berdasarkan teori Agenda Building-Information subsidies berdasarkan press release yang diunggah pada website resmi Kementerian Keuangan periode 1 Agustus 2019-30 September 2019 terhadap pemberitaan Kompas.com tentang Kementerian Keuangan pada periode 1 Agustus 2019-30 September 2019. Peneliti ingin membuktikan bahwa teori Agenda Building-Information Subsidies dapat digunakan untuk mengukur efektifitas informasi press release terhadap pemberitaan media. Peneliti juga ingin melihat tingkatan Agenda Building-Information Subsidies yang dilakukan Kementerian Keuangan sebagai salah satu instansi yang mendapatkan penghargaan News Maker of The Year 2019 dan press release terbaik pada AMH 2019. Penelitian ini menggunakan metode analisis isi dengan unit analisis tematik dan referensial. Tema yang digunakan merupakan adopsi dari PMK 234 tahun 2015 antara lain kegiatan kementerian keuangan; anggaran pusat dan daerah; pajak; bea cukai; pembiayaan, perbendaharaan, dan risiko; kekayaan negara; pengawasan internal lingkungan Kementerian Keuangan; kebijakan fiskal; pendidikan dan pelatihan keuangan; sistem TIK dan Elektronik. Serta melihat tone pemberitaan menggunakan alat ukur positif, netral, dan negatif. Hasil penelitian ini menunjukkan bahwa semakin banyak tema yang dibahas Kementerian Keuangan, maka semakin sedikit tema tersebut diadopsi oleh Kompas.com. Selanjutnya, penelitian ini menemukan bahwa semakin banyak tone positif pada press release akan diikuti dengan semakin banyak tone positif pada pemberitaan Kompas.com.

English Abstract

This research aims to see the activities of public relations of the Ministry of Finance based on the theory Agenda Building-Information subsidies based on the press release uploaded on the official website of the Ministry of Finance period 1 August 2019-30 September 2019 against the coverage of Kompas.com about the Ministry of Finance in the period of 1 August 2019-30 September 2019. Researchers want to prove that the theory of Agenda Building-Information Subsidies can be used to measure the effectiveness of press release information on media coverage. Researchers also wanted to see the Agenda for Building-Information Subsidies that was conducted by the Ministry of Finance as one of the institutions that won the News Maker of The Year 2019 award and the best press release on AMH 2019. The study uses a content analysis method with thematic and referential analysis units. The theme used is the adoption of PMK 234 year 2015 among other activities of Ministry of Finance; Central and regional budgets; Tax Customs clearance; Financing, Treasury, and risk; Wealth of countries; Internal supervision of the Ministry of Finance environment; Fiscal policy; Education and financial training; ICT and electronic systems. As well as seeing the tone of the preaching using positive, neutral, and negative measuring instruments. The results of this study show that the more themes discussed by the Ministry of Finance, the fewer themes are adopted by Kompas.com. Furthermore, the study found that the more positive tones of the press releases would be followed by the more positive tones of Kompas.com preaching.
