Abstract
Penelitian ini mengangkat tentang efektivitas dan efisiensi pelayanan izin melalui Sistem Online Single Submission (OSS). Tujuan penelitian pada penelitian ini adalah yang pertama mengenai efektivitas dan efisiensi penggunaan Sistem OSS dalam pelayanan perizinan. Kedua adalah mengenai faktor pendukung dan faktor penghambat dari pelayanan izin melalui Sistem (OSS) ini sendiri. Sistem OSS sendiri berdasarkan pada Peraturan Pemerintah Nomor 24 Tahun 2018 tentang Perizinan Berusaha Terintegrasi secara Elektronik. Peraturan tersebut yang akhirnya mewajibkan bagi Pemerintah Daerah terutama Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu untuk menerapkan Sistem OSS dalam proses izinnya. Adanya peraturan tersebut dan dikolaborasikan denga teori-teori administrasi publik terutama mengenai efektivitas dan efisiensi pelayanan publik, maka muncul dua fokus penelitian. Fokus penelitian pertama adalah mengenai efektivitas dan efisiensi pelayanan izin melalui Sistem OSS dan kedua mengenai faktor pendukung dan faktor penghambat pelayanan izin melalui Sistem OSS. Hasil penelitian pada penelitian ini adalah pelayanan izin melalui Sistem OSS dinilai efektif dan efisien dibandingkan sistem sebelumnya. Dimana Sistem OSS menawarkan inovasi-inovasi baru yang menjadi penuntasan masalah yang ada pada pelayanan perizinan. Terkait dengan Sistem OSS pula timbul faktor pendukung dan faktor penghambat yang ada dan berkaitan dengan pelayanan izin berusaha. Faktorfaktor ini menjadi pendukung peningkatan penggunaan Sistem OSS ini sendiri dan menjadi faktor penghambat dimana memacu Pemerintah Daerah maupun Pemerintah Pusat untuk memberikan strategi baru atau penyempurnaan Sistem OSS. Saran dari peneliti mengenai penelitian ini adalah yang pertama untuk meningkatkan komunikasi antara pemerintah dan masyarakat. Adanya pemberian sosialisasi maupun edukasi bagi masyarakat mengingat lokasi kecamatan yang ada pada Kaupaten Gresik begitu luas. Terakhir adalah mengenai pengintegrasian sistem kepengurusan izin daerah dengan Sistem OSS ini sendiri agar terwujud fungsi yang maksimal dari Pemerintah Daerah dalam mengarahkan bahkan mengawasi proses izin dari masyarakat khususnya masyarakat Kabupaten Gresik.
English Abstract
This study raises the effectiveness and efficiency of permit services through the Online Single Submission (OSS) System. The purpose of the research in this study is the first regarding the effectiveness and efficiency of the use of the OSS system in licensing services. The second is regarding the supporting factors and inhibiting factors of the service permit through the System (OSS). The OSS system based on Government Regulation Number 24 of 2018 which is regulated about Licensing Being Integrated Electronically. The regulation finally obliged the Regional Government, especially the Investment and One-Stop Services to implement the OSS system on the permit process. The existence of these regulations and collaborating with theories of public administration, especially regarding the effectiveness and efficiency of public services, there emerged two research focuses. The first focus research was on the effectiveness and efficiency of permit services through the OSS System and secondly on supporting factors and inhibiting factors for permit services through the OSS System. The results of the research were that service permits through the OSS System were considered effective and efficient compared to the previous system. Where the OSS System offers new innovations that become the completion of problems that exist in licensing services. OSS System also arises the supporting factors and inhibiting factors that exist and are related to business permit services. These factors are supporting increase to using OSS System and become a limiting factor which spurs the Regional Government and the Central Government to provide new strategies or improve the OSS System. Researchers suggestions regarding this research are the first to improve communication between the government and the society. The provision of socialization and education for society considering the location of the sub-districts in the Gresik Ddistric is so wide. The last is regarding the integration of the regional permit management system with the OSS System get the maximum function of the Regional Government in directing and even supervising the permit process from the community, especially the people of Gresik Regency
