Abstract

Penelitian ini dilatarbelakangi pengembangan kompetensi di Kabupaten Trenggalek tahun 2018 aparatur sipil negara belum menunjukkan profesionalisme. Pengembangan kompetensi pegawai menemui kendala diantaranya anggaran pengembangan terbatas; kurangnya komitmen pegawai dalam melaksanakan tugas disebabkan faktor keterbatasan pengetahuan pegawai dan kesadaran pegawai tentang tugas dan tanggung jawabnya; pesera pengembangan mempunyai latar belakang yang berbeda – beda menyebabkan daya tangkap pemahaman materi tidak sama; kurangnya pengetahuan jenjang karier pegawai. Tujuan Penelitian ini adalah mengetahui dan mendeskripsikan strategi pengembangan kompetensi aparatur sipil negara di Kabupaten Trenggalek dan mengetahui apa faktor pendukung dan penghambat strategi pengembangan kompetensi aparatur sipil negara di Kabupaten Trenggalek. Penelitian ini, peneliti menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian meliputi strategi pengembangan kompetensi Aparatur Sipil Negara di Kabupaten Trenggalek yang terdiri dari pemetaan kompetensi personal pegawai; pendidikan dan pelatihan; workshop; disiplin pegawai dan penilaian kinerja. Analisis data yang digunakan dalam penelitian ini menggunakan analisis data menurut Miles, Huberman, dan Saldana. Hasil penelitian menunjukkan bahwa strategi Pemerintah Daerah dalam Pengembangan Kompetensi Aparatur Sipil Negara di Kabupaten Trenggalek oleh Badan Kepegawaian Daerah Kabupaten Trenggalek strategi program pemetaan kompetensi personal pegawai pelaksanaan pemetaan kompetensi pegawai belum maksimal masih terdapat pegawai dalam penempatan kerja tidak sesuai dengan pendidikan terakhirnya Strategi program pendidikan dan peltihan secara keseluruhan sudah terlaksana namun masih terdapat keluhan dari peserta diklat dengan metode – metode ajar yang membingungkan. Strategi kelembagaan workshop penataan dan pengelolaan jabatan fungsional dilaksanakan untuk penyamaan persepsi terhadap jabatan fungsional dan penghitungan angka kredit, sedangkan workshop Sosialisasi Assessment Center dan Pengembangan Assesor Sumber Daya Manusia Aparatur dilaksanakan untuk meningktakan kompetensi para Unit Pelaksana Teknis (UPT). Strategi kelembagaan peningkatan disiplin pegawai Pelaksanaan yang ada di Pemerintah Daerah Kabupaten Trenggaek masih belum maksimal. Masih terlihat pegawai yang melakukan tindakan pelanggaran. Strategi kelembagaan penilaian kinerja, penilaian pegawai tidak transparan dan penilaian tidak sesuai dengan capaian kinerja pegawai.

English Abstract

The background of this research is the development of competencies in Trenggalek Regency in 2018. The state civil apparatus has not shown professionalism. Development of employee competencies encountered obstacles including limited development budgets; lack of commitment of employees in carrying out their duties due to factors limiting employee knowledge and employee awareness of their duties and responsibilities; development participants have different backgrounds, causing the understanding of material is not the same; lack of knowledge of employee career paths. The purpose of this study is to know and describe the strategy of developing the competency of state civil apparatus in Trenggalek Regency and to know what are the supporting and inhibiting factors of the strategy to develop the competency of state civil apparatus in Trenggalek Regency. Researchers used a type of descriptive research with a qualitative approach. The focus of the study includes the strategy of developing the competency of the State Civil Apparatus in Trenggalek Regency which consists of mapping the employee's personal competence; education and training; workshop; employee discipline and performance assessment. Analysis of the data used in this study used data analysis according to Miles, Huberman, and Saldana. The results showed that the strategy of the Regional Government in the Competence Development of State Civil Apparatus in Trenggalek Regency by the Regional Personnel Agency of Trenggalek Regency was the strategy of employee personal competency mapping program implementation of employee competency mapping not yet maximally there were still employees in work placements that were not in accordance with their last education as a whole it has been implemented but there are still complaints from training participants with confusing teaching methods. The institutional strategy of the workshop on structuring and managing functional positions is carried out to equalize perceptions of functional positions and calculation of credit numbers, while the Workshop on Socialization of Assessment Centers and Apparatus Human Resources Development Apparatus is carried out to improve the competency of Technical Implementation Units. The institutional strategy for increasing employee discipline Implementation in the Regional Government of Trenggaek District is still not optimal. There are still visible employees who commit violations. The institutional strategy of performance appraisal, employee assessment is not transparent and the assessment is not in accordance with employee performance achievements.
