Abstract
Jumlah angkutan yang beroperasi di Kota Malang terus mengalami penurunan. Jumah total angkutan umum yang awalnya sebanyak 2.500 unit sekarang yang masih beroperasi hanya sebanyak 1.500 unit. Bahkan dari 1.500 unit tersebut hanya 70% yang sering dan layak untuk beroperasi. Hal ini dikarenakan sepinya penumpang. Trayek LDG merupakan trayek angkutan kota dengan armada terbanyak di Terminal Landungsari jika dibandingkan dengan angkutan kota yang lain yaitu sebanyak 170 armada yang melewati guna lahan yang merupakan kawasan pusat-pusat kegiatan yang ada di Kota Malang seperti guna lahan pendidikan, pasar, pusat pemberlanjaan, dan terminal. Diketahui bahwa terjadi penurunan jumlah penumpang angkutan umum trayek LDG di Kota Malang sebanyak 73% yaitu dari jumlah penumpang awal sebanyak 612 menjadi 167 penumpang. Penelitian ini bertujuan untuk merekomendasikan alternatif program untuk meningkatkan pelayanan angkutan sehingga kembali menjadi angkutan yang diminati oleh masyarakat. Penelitian ini menggunakan analisis deskriptif statistik frekuensi untuk mengetahui karakteristik penumpang, analisis kinerja operasional dan analisis kinerja finansial untuk mengetahui kinerja pelayanan angkutan LDG serta metode Importance Performance Analysis (IPA) untuk mengetahui variabel apa saja yang menyebabkan penurunan penumpang dan diprioritaskan perbaikannya untuk meningkatkan pelayanan angkutan LDG. Hasil penelitian menunjukkan bahwa dalam meningkatkan pelayanan angkutan LDG diperlukan alternatif program dalam memperbaiki perilaku supir dalam mengemudi, kondisi angkutan, kebersihan angkutan, ketersediaan tempat untuk meletakkan barang bawaan, ketersediaan informasi trayek/rute angkutan LDG, ketersediaan tempat duduk, lamanya waktu berhenti di terminal, lamanya waktu perjalanan, rekomendasi perubahan tarif, pengadaan halte serta perubahan rute.
