Abstract

Peningkatan Volume Sampah Perkotaan Dapat Ditanggulangi Dengan 3 Alternatif, Salah Satunya Dengan Pemulihan Kembali Energi Sampah Yang Ada. Sampah Plastik Yang Ada Di Tpa Tegal Asri Dapat Diolah Kembali Menjadi Sumber Energi Rdf (Refuse Derived Fuel) Berupa Bbm Alternatif. Proses Pengolahan Sampah Plastik Menjadi Rdf Dilakukan Di Gudang Instalasi Pengolahan Yang Terdapat Di Tpa Tegal Asri. Proses Pengolahan Tersebut Dilakukan Selama 2,5 Jam Per Hari Dan 16 Hari Per Bulan. Rdf Yang Diproduksi Di Tpa Tegal Asri Berupa Rdf Cair Atau Rdf Tipe-6. Penelitian Ini Dilakukan Untuk Menghitung Potensi Reduksi Volume Sampah Di Tpa Melalui Pemanfaatan Sampah Plastik Menjadi Rdf Dan Rasio Antara Input (Sampah Plastik) Di Tpa Dengan Output (Rdf) Yang Dihasilkan, Menganalisis Kelayakan Ekonomi Kegiatan Pengolahan Sampah Plastik Menjadi Rdf, Dan Mengevaluasi Kinerja Lokasi Pos Penjualan Rdf Berdasarkan Tingkat Kepentingan Dan Kepuasan Masyarakat Pengguna Rdf. Hasil Analisis Mass Balance Menunjukkan Bahwa Reduksi Sampah Plastik Dari Kegiatan Pemilahan Dan Pengolahan Rdf, Sebesar 2,7 Ton Per Bulan, Belum Berpengaruh Besar Terhadap Total Sampah Di Tpa. Hal Ini Disebabkan Keterbatasan Jumlah Dan Kemampuan Pemulung Di Tpa Tegal Asri, Sehingga Perlu Direncanakan Peningkatan Tenaga Atau Teknologi Pemilahan. Perhitungan Kelayakan Ekonomi Dengan Analisis Manfaat Biaya Menggunakan Suku Bunga 12,4 % Menunjukkan Bahwa Kegiatan Pengolahan Rdf Memiliki Nilai Bcr 1,31 Dan Irr Sebesar 56,7% Sehingga Dapat Memberikan Keuntungan Dan Layak Untuk Dilakukan. Hasil Evaluasi Kinerja Lokasi Pos Penjualan Rdf Dengan Analisis Ipa Menunjukkan Bahwa Penilaian Enam Atribut Telah Cukup Memuaskan, Namun Penilaian Kinerja Lokasi Secara Keseluruhan Belum Optimal.

English Abstract

The Increase Of The Waste Volume Could Be Solved Through 3 Alternatives, I.E. Energy Recovery From Waste. Plastic Waste In Tegal Asri Landfill Could Be Recycled Into New Energy Source Called Rdf As An Alternative Fuel. The Plastic Waste Treatment Plant Is Located In Tegal Asri Landfill. The Process Takes 2.5 Hours Per Day And 16 Workdays Per Month. Rdf Produced In Tegal Asri Landfill Is A Liquid Rdf Or Rdf Type-6. This Research Aimed To Calculate The Potential Reduction Of The Waste Volume In The Landfill Through The Plastic Waste Processing Into Rdf And The Ratio Between The Input (Plastic Waste) With The Output (Rdf), To Analyze The Economic Feasibility Of Plastic Waste Processing Into Rdf, And To Evaluate The Performance Of The Fuel Station For Its Location Based On Costumers’ Perception. The Results Of Mass Balance Analysis Indicated That The Reduction Of Plastic Waste In Sorting And Processing Activities Of Rdf, Which Is 2,7 Tons Per Month, Had Not Significantly Affected To The Waste Reduction In The Landfill. This Was Due To The Limitation Of The Number And The Capability Of The Scavengers In Tegal Asri Landfill. Therefore, The Number Of The Scavengers Should Be Increased And The Technology Of Sorting Might Be Improved. The Benefit-Cost Analysis Which Calculate The Economic Feasibility Showed That The Utilization Is Visible For Its Value Of Npv, Bcr And Irr, Which Are Rp 27.045.981,98, 1,31, And 56,7% Respectively. The Importance Performance Analysis Showed That Costumers Are Satisfied With 4 Attributes Out Of 6. However, Generally The Performance Of Fuel Station Location Was Not Optimal
