Abstract
Benih bantuan padi yang diterima dan digunakan oleh petani di Kecamatan Karangploso Kabupaten Malang, tidak semua petani mendapatkan. Petani yang menerima benih bantuan padi telah melakukan pengajuan sebelumnya dengan syarat-syarat yang telah ditentukan oleh dinas pertanian, dalam pengajuannya petani dibantu oleh penyuluh pertanian. Persepsi petani terhadap benih bantuan mempengaruhi keputusan petani untuk menggunakan benih bantuan padi. Tujuan penelitian ini adalah untuk menganalisis persepsi petani dan menganalisis tingkat kepuasan petani terhadap kualitas benih bantuan padi di Kecamatan Karangploso Kabupaten malang. Sehingga dari dua hal diatas, dapat diketahui permasalahan yang ada mengenai kualitas benih bantuan padi dan dapat terselesaikan. Data yang digunakan dalam penelitian kali ini adalah data primer dan data sekunder. Penentuan lokasi dilakukan secara purposive. Jumlah sampel yang diambil adalah 55 orang yaitu penerima dan pengguna benih bantuan di Kecamatan Karangploso Malang. Metode analisis yang digunakan adalah analisis deskriptif, Importance-Peformance Analysis (IPA), dan Customer Satisfaction Index (CSI). Hasil penelitian ini menunjukkan persepsi konsumen terhadap kualitas benih bantuan menunjukan nilai baik yaitu pada produktivitas padi. Sedangkan terhadap aspek ketersediaan stok benih, kemudahan akses benih, tanggal kadaluwarsa benih, tahan terhadap penyakit, efesiensi pupuk, dan tahan terhadap hama, petani di Kecamatan Karangploso menilai aspekaspek tersebut cukup baik. Selanjutnya pada aspek harga beli benih bantuan, umur panen, dan umur panen persepsi petani terhadap aspek tersebuk tidak baik. Kepuasan petani terhadap kualitas benih bantuan pada aspek efesiensi penggunaan pupuk dan ketahanan terhadap penyakit, petani merasa tidak puas atau tingkat kepuasan petani rendah. Petani merasa sangat puas atau tingkat kepuasan petani tinggi pada aspek produktivitas, tahan terhadap hama, kemudahan akses benih, dan ketersediaan stok benih.. Selanjutnya aspek yang dianggap petani kurang penting dan kinerjanya kurang memuaskan bagi petani yaitu tanggal kadaluwarsa, umur panen, tahan rebah, dan harga beli benih. Berdasarkan hasil dari analisis menggunakan metode CSI kepuasan petani terhadap benih bantuan padi memiliki nilai indeks 71,39% yang artinya petani puas dengan kualitas dari benih bantuan padi yang diterima dan digunakan. Oleh karena itu disarankan untuk pemerintah dan juga produsen benih bantuan padi untuk mempertahankan keseluruhan dari atribut kualitas benih bantuan padi. Selain itu untuk lebih memberikan pengetahuan kepada petani mengenai benih bantuan sehingga petani tidak hanya mengerti ketika benih sudah sampai di tangan ketua kelompok tani.
English Abstract
Rice seeds received and used by farmers in Karangploso District, Malang Regency, not all farmers get. Farmers who receive rice assistance seeds have made a previous submission with the conditions that have been determined by the agriculture service, in which the farmers are assisted by agricultural extension agents. Farmers' perception of the seeds of assistance influences the decision of farmers to use paddy seeds. The purpose of this study was to analyze the perceptions of farmers and analyze the level of farmers' satisfaction on the quality of paddy seeds in Karangploso District, Malang Regency. So from the two things above, we can find out the existing problems regarding the quality of paddy seeds and can be resolved. The data used in this study are primary data and secondary data. Location determination was carried out purposively. The number of samples taken was 55 people, namely recipients and users of aid seeds in Karangploso District, Malang. The analytical method used is descriptive analysis, Importance-Peformance Analysis (IPA), and Customer Satisfaction Index (CSI). The results of this study indicate consumer perceptions of the quality of seed aid shows good value, namely on rice productivity. Whereas for the availability of seed stocks, ease of access to seeds, seed expiration date, resistance to disease, fertilizer efficiency, and resistance to pests, farmers in Karangploso Subdistrict assess these aspects quite well. Furthermore, in the aspect of the purchase price of seeds, assistance, the age of harvest, and the age of harvest, the farmers' perception of these aspects is not good. Farmers' satisfaction on the quality of seed aid in the aspect of efficiency of fertilizer use and resistance to disease, farmers feel dissatisfied or the level of satisfaction of farmers is low. Farmers feel very satisfied or the level of satisfaction of farmers is high in the aspect of productivity, resistant to pests, easy access to seeds, and availability of seed stocks. Furthermore, aspects that are considered by farmers are less important and their performance is less satisfactory for farmers, namely the expiration date, harvest age, fall resistance, and the price of buying seeds. Based on the results of the analysis using the CSI method, farmers' satisfaction with rice assistance seeds has an index value of 71.39%, which means that farmers are satisfied with the quality of the rice seed aid received and used. Therefore it is advisable for the government and also rice seed support producers to maintain the overall attributes of the quality of rice aid seeds. In addition to providing more knowledge to farmers regarding seeds of assistance so that farmers not only understand when the seeds have arrived in the hands of the head of the farmer group.
