Abstract
Peraturan Pemerintah Nomor 46 Tahun 2011 mengatur tentang Penilaian Kinerja Pegawai Negeri Sipil agar memperoleh kinerja pegawai yang baik. Penilaian kinerja menjadi sangat penting karena merupakan salah satu upaya dari pemerintah demi meciptakan pegawai dengan pelaksanaan yang optimal, Perumusan masalah dalam penelitian skripsi ini adalah: Bagaimana penilaian tahunan yang dilakukan Camat telah sesuai dengan pasal 4 Peraturan Pemerintah Nomor 46 Tahun 2011 Tentang Penilaian Prestasi Kerja Pegawai Negeri Sipil beserta hambatan dan upaya bagi Camat dalam membuat suatu pegawai dapat mecapai pelayanan yang maksimal. Metode pengambilan data dengan cara studi di lapangan dengan melakukan wawancara kepada petugas Kecamatan Batu Kota Batu dan jenis penelitian yang digunakan jenis penelitian empiris, dengan metode penelitian yuridis sosiologis yang dilakukan dengan cara penelitian langsung di lapangan untuk memperoleh data atau informasi terkait peraturan penilaian kinerja, namun di dalam penerapannya masih belum sepenuhnya efektif dikаrenаkаn masih adanya pegawai yang mendapatkan penilaian dalam kategori “cukup” dan mengenai indikator perilaku pegawai pada kantor camat Batu pada saat ini masih kurang baik karena kurangnya tingkat kesadaran akan disiplin sehingga sering terkendalanya masyarakat dalam melakukan pengurusan. English Abstract
This study aims to determine the effectiveness of Article 4 of Government ordinance No. 46 of 2011 concerning Performance Evaluation of Civil Servants. This discussion was taken because in Batu city there are still civil servants who pay little attention to the disciplinary aspects of employees. Based on this mini-thesis, 2 formulations of the problem are raised: How is the annual assessment conducted by the sub district head in accordance with Article 4 of Government ordinance Number 46 of 2011 concerning Assessment of Civil Servants Work Performance? What are the obstacles and efforts for the sub district head in making an employee achieve maximum service? The type of research used is empirical research with sociological juridical research methods conducted by direct research in the field to obtain data or information related to the effectiveness of article 4 of Government ordinance Number 46 of 2011 concerning Civil Servants' Job Performance Assessment. The method of data collection is by way of study in the field by conducting interviews with Batu sub district officials in Batu City. Based on the analysis related to Effectiveness of Article 4 of Government ordinance Number 46 of 2011 concerning Civil Servants' Work Performance Assessment described above, it can be concluded that the application is still not fully effective in the crisis and there are still few employees who get an assessment in the "sufficient" category so that the application is still Not yet effective concerning indicators of employee behavior at the Batu sub district head office
