Abstract

Seiring semakin pesatnya perkembangan dan dinamika lingkungan mengakibatkan setiap organisasi menghadapi tantangan yang meningkat. Badan Usaha Milik Negara sebagai salah satu pemain dalam dunia usaha dituntut untuk meningkatkan kinerjannya dalam pengelolaannya dengan menerapkan Good Corporate Governance. Badan Penyelenggara Jaminan Sosial Ketenegakerjaan Kantor Cabang Malang merupakan salah satu Badan Usaha Milik Negara yang secara konsisten menerapkan Good Corporate Governance dalam meningkatkan kinerja Badan Usaha Milik Negara. Penelitian ini bertujuan untuk menganalisis dan mendeskripsikan penerapan Good Corporate Governance pada Badan Penyelenggara Jaminan Sosial Ketenagakerjaan Kantor Cabang Malang dalam meningkatkan kinerja Badan Usaha Milik Negara. Jenis penelitian yang digunakan adalah deskrifitif dengan pendekatan kualitatif Analisis data menggunakan model analisis interaktif Miles dan Huberman. Hasil penelitian menunjukkan bahwa penerapan Good Corporate Governance pada Badan Penyelenggara Jaminan Sosial Ketenagakerjaan di kota Malang kurang baik melalui prinsip transparansi dalam bentuk keterbukaan informasi, melalui prinsip akuntabilitas dalam bentuk kejelasan tugas dan tanggung jawab kepala unit kerja dan karyawan/karyawati, melalui prinsip responsibilitas dalam bentuk tanggung jawab terhadap peserta dan masyarakat, melalui prinsip independensi dalam bentuk pengelolaan perusahaan secara profesional akan tetapi masih menggunakan sistem konvensional, melalui prinsip fairness dalam bentuk keadilan dan kesetaraan terhadap peserta dan karyawan/karyawati. Dengan penerapan prinsip Good Corporate Governance yang telah diterapkan membawa manfaat bagi perusahaan tersebut seperti kualitas pelayanan yang baik, citra perusahaan yang baik, dan meningkatnya kinerja perusahaan. Tetapi terdapat kendala yang dihadapi dalam meningkatkan kinerja perusahaan seperti masih banyak perusahaan yang tidak patuh terhadap aturan jaminan sosial tenaga kerja dan sarana seperti ruang tunggu pelayanan terbatas sehingga pada waktu tertentu seperti pada kondisi ramai banyak peserta yang berdiri karena tidak memperoleh tempat duduk serta pelayanan konvensional. Berdasarkan hasil penelitian dan pembahasan tentang penerapan Good Corporate Governance pada Badan Penyelenggara Jaminan Sosial Ketenagakerjaan di kota Malang sudah diterapkan sehingga memberi manfaat bagi perusahaan tetapi masih terdapat kendala yang dihadapi sehingga peneliti berusaha memberikan saran seperti melakukan sosialisasi yang lebih intensif dan menambah jumlah kursi di ruang tunggu pelayanan agar peserta tidak berdiri pada saat mengantre pelayanan di waktu tertentu serta memanfaatkan sistem teknologi informasi dalam memberikan pelayanan kepada peserta.

English Abstract

As the rapid development and environmental dynamics lead to any organization facing an increasing challenge. State Owned Enterprises as one of the players in the business world are required to improve the management kinerjannya by applying good corporate governance. Social Security Agency Branch Office Ketenegakerjaan Malang is one of the State Owned Enterprises consistently apply good corporate governance in improving the performance of State Owned Enterprises. This study aims to analyze and describe the implementation of good corporate governance in the Social Security Agency Employment Malang Branch Office in improving the performance of State Owned Enterprises. This type of research is descriptive qualitative approach. Analysis of the data using interactive model Miles and Huberman. The results showed that the implementation of good corporate governance in the Social Security Agency Employment in Malang less well through the principle of transparency in the form of disclosure of information, through the principle of accountability in the form of duties and responsibilities clarity head unit and employee / employee, through the principle of responsibility in the form of responsibility of the participants and the community, through the principle of independence in the form of management of the company in a professional manner but still use the conventional system, through the principle of fairness in the form of justice and equality for participants and employees / employee. With the implementation of good corporate governance principles that have been applied to bring benefits to the company such as the quality of good service, good corporate image, and the improved performance of the company. But there are obstacles faced in improving the performance of the company as there are many companies that do not comply with the rules of the social security and service facilities such as waiting room at a given time is limited so many participants that stands for not obtaining seats and service are still conventional. Based on the results of research and discussion on the implementation of good corporate governance in the Social Security Agency Employment in Malang has been applied so that the benefit of the company but there are still obstacles encountered so researchers try to give advice as to disseminate a more intensive and increase the number of seats in the waiting room services so that participants do not stand at the time the service queue at a specific time and utilize information technology systems to provide services to participants.
