Abstract
Idul adha merupakan salah satu perayaan umat Islam yang diperingati setiap 10 Dzulhijah tahun Hijriyah dengan menyembelih sapi, kerbau, kambing, dan domba. Permintaan hewan kurban yang tinggi menjelang hari raya Idul adha memicu banyak risiko dari segi kesejahteraan hewan dan kualitas hewan kurban. Penanganan hewan yang kurang sesuai kesejahteraan hewan dan daging yang kurang baik berdampak pada keamanan dan kehalalan daging. Penyimpangan yang sering terjadi di masyarakat diantaranya penempatan kandang di pinggir jalan raya, perobohan hewan dengan pemaksaan, dan pemotongan daging kurban pada tempat kurang bersih. Penelitian ini bertujuan untuk mendiskripsikan dan mengevaluasi implementasi aspek kesejahteraan hewan, kehalalan, dan keamanan pemotongan sapi saat Idul adha di Malang. Penelitian dilakukan di 7 tempat penjualan hewan kurban di wilayah Malang dan penyembelihan hewan kurban di Masjid Manarul Islam Sawojajar, Malang. Penelitian menggunakan metode deskriptif analitik dengan membandingkan fakta dan ketentuan pemerintah. Penelitian ini mengkaji aspek kesejahteraan hewan mengacu lima prinsip kebebasan, kehalalan mengacu Permentan nomor 114 tahun 2014 tentang Pemotongan hewan kurban dan prosedur tertulis aktivitas kritis Halal Assurance System (HAS 23103), serta keamanan mengacu prinsi-prinsip Hazard Analysis Critical Control Point (HACCP) dan Standar Nasional Indonesia (SNI) mutu karkas dan daging sapi. Pengamatan lapang, wawancara dengan pihak terkait (panitia Idul Adha, penyembelih, dan penjual hewan kurban), dan pengujian mikroba (Total Plate Count dan Salmonella sp.) terhadap 3 sampel daging dilakukan guna mendapat fakta-fakta di lapang. Di tempat penjualan hewan kurban aspek kesejahteraan hewan masih kurang sesuai prinsip kesejahteraan hewan dan Permentan No. 114 tentang Pemotongan hewan kurban tahun 2014. Penerapan kesejahteraan hewan di kandang penampungan dan penyembelihan sesuai prinsip five freedom yaitu kebebasan dari rasa lapar dan haus telah terpenuhi 100%, kebebasan dari ketidaknyamanan terpenuhi 71,43%, kebebasan dari rasa sakit, luka-luka dan penyakit serta kebebasan untuk mengekspresikan perilaku alami terpenuhi 66,67%, dan kebebasan dari rasa takut dan stress terpenuhi 72,72%. Aspek kehalalan telah terpenuhi 93,75%. Untuk penerapan aspek keamanan tahap pra penyambelihan dan penyembelihan telah terpenuhi dengan baik namun pasca penyembelihan masih belum terlaksana dengan baik. Hal ini dikarenakan jumlah sapi yang banyak dan waktu penyembelihan dilaksanakan dalam 1 hari sehingga kurang optimal. Hasil analisis tersebut diharapkan dapat digunakan untuk perbaikan kinerja pemenuhan aspek kesejahteraan hewan, kehalalan, dan keamanan pemotongan sapi saat Idul adha.
English Abstract
Eid al-Adha is one of the muslims celebration which is celebrated every 10 Dhul-Hijjah Hijriyah year by slaughtering cow, buffalo, goat, and sheep. The high demand of sacrificial animals prior to Eid al-Adha causes many risks in terms of animal welfare and sacrificial animals quality. Less sacrificial animals handling with animal welfare and unfavorable meat affected to safety and halal of meat. Irrelevence that often accur in the community include the placing of cage on the edge of highway, animal slaughter with coercion, and cutting the meet of sacrifice in less clean places. This study aimed to describe and evaluated the implementation of animal welfare, halal, and cow slaughtering safety aspect during Eid Al Adha in Malang. This research was conducted in seven places selling sacrificial animal in Malang and sacrificial animal slaughtering in Manarul Islam Mosque Sawojajar, Malang. The research was conducted using a descriptive analytic method by comparing facts and government provisions. This research to study the animal welfare aspect in five freedom principles, halal refers to Permentan number 114 about the Cutting of sacrificial animals and written procedures of critical activity of Halal Assurance System (HAS 23103), and safety refers to Hazard Analysis Critical Control Point (HACCP) principles and Indonesian National Standart (SNI) of carcass and beef quality. Field observations, interviews with related parties (eid al-adha committee, slaughterhouses and sacrificial animal sellers), and microbial testing (Total Plate Count and Salmonella sp.) on 3 meet sampleswere conducted to obtain the fact in the field. Based on the result of observations and analysis it is known that the animal welfare aspect in sellers place is still less from the animal welfare principle and Permentan No 114 on 2014 about slaughter of sacrificial animals. Implementation of animal welfare according to five freedom principle ie freedom of hunger and thirst 100% fulfilled, freedom of inconvenience 71,43% fulfilled, freedom of pain, injury and disease and freedom to axpress natural behavior 66,67% fulfilled, and 72,72% freedom of fear and stress fulfilled. Halal aspect has been 93,75% fulfilled. Application of pre-slaughtering and slaughtering aspect have been met well with security aspect but post-slaughter has not been done well. It is because the high number of cows and slaughter time is forced in 1 day so that less than the maximum. The results of the analysis are expected to be used to improve the performance of the aspects of animal welfare, halal, and cattle slaughtering during Eid al-Adha.
