Abstract
Pemukiman kumuh merupakan sebuah permasalahan yang banyak ditemukan di kawasan perkotaan. Mereka yang tinggal di pemukiman kumuh pada umumnya adalah orang-orang dengan kondisi ekonomi yang rendah. Indonesia merupakan salah satu negara yang memiliki permasalahan terkait pemukiman kumuh, contohnya seperti yang terjadi di sebuah wilayah Kota Malang. Kampung Jodipan adalah wilayah tersebut yang merupakan gambaran pemukiman kumuh di Kota Malang, letaknya berada di sempadan sungai. Menurut pertauran pemerintah, sempadan sungai seharusnya bebas dari berbagai macam bentuk pemukiman. Dalam upaya mengatasi permasalahan pemukiman di sempadan sungai, Pemkot Malang telah melakukan beberapa upaya seperti rencana merelokasi warga Kampung Jodipan ke rusun. Namun rencana tersebut tidak terealisasi karena perubahan yang terjadi pada Kampung Jodipan berkat inisiatif sekelompok mahasiswa Univesitas Muhammadiyah Malang yang bekerjasama dengan perusahaan cat asal Malang dalam melakukan program penataan lingkungan. Masyarakat setempat turut berpartisipasi dalam perubahan pada kampung tersebut. Kampung Jodipan yang dahulu kumuh kini telah menjadi pemukiman yang bersih dan mampu mendatangkan efek pariwisata. Munculnya efek pariwisata kemudian mempengaruhi kehidupan sosial ekonomi masyarakat di Kampung Jodipan. Penelitian deskriptif dengan pendekatan kualitatif ini berupaya untuk menjawab rumusan masalah (1) Bagaimana bentuk partisipasi masyarakat setempat dalam perjalanan berubahnya Kampung Jodipan yang dahulu kumuh hingga menjadi kampung wisata. (2) Bagaimana pengaruh Kampung Warna-Warni Jodipan sebagai kampung wisata terhadap gaya hidup dan kondisi perekomomian masyarakat setempat. Hasil dari penelitian penulis menunjukan bahwa partisipasi masyarakat Kampung Jodipan terwujud kedalam beberapa bentuk. Partisipasi tersebut dapat terlihat saat proses perubahan dan pasca perubahan Kampung Jodipan. Bentuk partisipasi masyarakat tersebut adalah partsisipasi dalam pengambilan keputusan, partisipasi dalam pelaksanaan, partisipasi dalam pengambilan pemanfaatan, dan partisipasi dalam evaluasi. Selanjutnya, efek pariwisata menyebabkan terjadinya perubahan sosial dan pengaruh terhadap perekonomian masyarakat, hal tersebut dapat terlihat pada perubahan gaya hidup masyarakat dan kemunculan mata penacahrian baru bagi mereka.
English Abstract
Slums are a common problem found in urban areas. Those living in slums are generally those with low economic conditions. Indonesia is one of the countries that have problems related to slum settlements, for example as happened in an area of Malang City. Kampung Jodipan is the area that is a represents of slums in Malang, it is located in river border. According to the government policy, the river border should be free from various forms of settlement. In an effort to overcome the problem of settlement in the river border, Malang City’s Government has made several efforts such as plans to relocate villagers Jodipan to towers. However the plan was not realized because the initiative of a group students of University of Muhammadiyah Malang who changed the Kampung Jodipan image. They have a cooperate with the paint company from Malang in conducting environmental arrangement program. The villagers also participated for the change. Kampung Jodipan which once slum has now become a clean settlement and able to bring the effects of tourism. The emergence of tourism effects then affect the socioeconomic life of people in Kampung Jodipan. This descriptive research attempt to answer the formulation of the problem with qualitative approach (1) How the form of local community participation in the the way changed the Kampung Jodipan the former slum to become a tourist village. (2) How is the influence of Kampung Warna-Warni Jodipan as a tourist resort to the lifestyle and local community's economic condition. The results of the research shows that the participation of Kampung Jodipan community can be realized into several forms. It can be seen during the change process and post-change of Kampung Jodipan. The forms of villagers involvement are participation in decision making, participation in implementation, participation in taking utilization, and participation in evaluation. Furthermore, the effects of tourism lead to social change and influence on the economy of society, it can be seen in changes in people's lifestyles and the emergence of new enchanting eyes for them.
