Abstract
Penelitian ini dilakukan atas dasar adanya permasalahan mengenai penyelenggaraan pelayanan publik dokumen kependudukan. Permasalahan tersebut yakni tidak tercapainya target Dinas Kependudukan dan jauhnya jangkauan wilayah. Kinerja Dinas Kependudukan perlu dioptimalkan guna mengatasi permasalahan tersebut. Metode yang digunakan adalah penelitian deskriptif dengan pendekatan kualitatif. Penelitian ini difokuskan pada dua hal: pertama, penyelenggaraan pelayan publik dengan menggunakan lima hal yang efektif meliputi pemberi layanan, sarana prasarana, pola pelayanan, pelaksanaan pelayanan serta syarat dan prosedur pelayanan. Kedua, faktor pendukung dan penghambat. Teknik analisis data menggunakan teknik analisis model milles, huberman dan saldana. Hasil penelitian ini menunjukan bahwa pelayanan kependudukan sudah berjalan cukup baik. Dari beberapa upaya sepeti petugas layanan, sarana prasarana, pola pelayanan, pelaksanaan layanan serta syarat dan prosedur pelayanan dari Dinas Kependudukan dan Pencatatan Sipil Kabupaten Malang sudah baik. Hanya saja masih terdapat kendala. Salah satunya masih kurangnya komunikasi yang terjalin antara pihak dinas dengan masyarakat. Beberapa masyarakat kurang memahami syarat dan prosedur pengajuan dokumen kependudukan. Saran penelitian ini adalah tetap melakukan sosialisasi, memaksimalkan program dan penambahan sarana prasarana untuk menjangkau masyarakat yang jauh guna memaksilkan program Dinas Kependudukan dan Pencatatan Sipil Kabupaten Malang.
English Abstract
This research was conducted on the basis of the existence of problems in the implementation of public services population documents. These problems is not achieve the target of the population and civil registration department and range areas away .The performance of the population and civil registration department needs to optimize in order to overcome these problems. The method used was descriptive research with the qualitative approach. It is focused on two things: first, as the implementation of public service by using five things effective include providers of the services, the facilities and infrastructures, service pattern, the provision of the service and service requirements and procedures .Second, by factors in support of and inhibitors of internal and external covering. Data analysis techniques were using models of milles, huberman and saldana. The result of this research suggests that population service had run quite well. Some effort like service representative, infrastructure, the service, the services and service requirements and procedures of the population and civil registration malang district is good.It is just that there are still obstacles. One of them lack of communication that exists between agencies with the community. Some societies not understand requirements and procedures for documents. Advice research is continued to socialization, maximize the program and additional infrastructure to reaching the far to maxime department program population and civil registration district Malang.
