Abstract
Formulasi kebijakan publik merupakan suatu proses perumusan kebijakan dimana pada tahap ini segala informasi diolah untuk menentukan keputusan terbaik dari berbagai pilihan-pilihan yang sudah ditentukan dengan tujuan akhir untuk memecahkan suatu masalah tertentu. Formulasi Kebijakan Upah Minimum merupakan salah satu perumusan kebijakan mengenai upah bulanan terendah yang terdiri atas upah pokok termasuk tunjangan tetap yang ditetapkan oleh Gubernur sebagai jaring pengaman. Pemerintah dalam menetapkan upah minimum didasarkan pada Kebutuhan Hidup Layak (KHL) dengan memperhatikan produktivitas dan pertumbuhan ekonomi. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kota Malang, sedangkan situsnya berada di Dewan Pengupahan Kota Malang. Sumber datanya primer diperoleh dari beberapa wawancara dari informan yang berkaitan, sedangkan data sekundernya diperoleh dari dokumen-dokumen yang berhubungan dengan topik penelitian. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, dan beberapa alat penunjang seperti pedoman wawancara, dan alat bantu lainnya. Hasil penelitian menunjukkan bahwa formulasi kebijakan upah minimum di Kota Malang untuk tahun 2018 dirumuskan melalui beberapa tahap yaitu: (1) Tahap Perumusan Masalah; (2) Tahap Agenda Kebijakan; (3) Tahap Pemilihan Alternatif Kebijakan; (4) Tahap Penetapan Kebijakan. Selain itu selama proses perumusan tersebut, terdapat pula cara penyelesaian konflik dalam menetapkan kebijakan upah minimum di Kota Malang tahun 2018 yang diselesaikan melalui: 1) Menetapkan Aturan Permainan dalam Perjuangan Kelompok; 2) Mengatur Kompromi- Kompromi dan Menyeimbangkan Kepentingan-Kepentingan; 3) Memberlakukan Kompromi yang telah dicapai dalam Bentuk Kebijaksanaan Negara.
English Abstract
Formulation of public policy is a process of formulating a policy where in this stage all information is processed to determine the best decision of various choices that have been determined with the ultimate goal to solve a particular problem. The Formulation of Minimum Wage Policy is one of the lowest monthly wage policy formulation consisting of basic wages including fixed allowances set by the Governor as a safety net. Government in determining minimum wage is based on Decent Living Needs (DLN) with attention to productivity and economic growth. This research uses descriptive research type with qualitative approach located in Malang City, while its website is in Wage Council of Malang City. Primary data sources were obtained from interviews from related informants, while secondary data were obtained from documents relating to the research topic. Data collection techniques through observation, interviews and documentation. While the research instrument is the researcher himself, and some supporting tools such as interview guides, and other aids. The results showed that the formulation of minimum wage policy in Malang for 2018 was formulated through several stages: (1) Stage of Problem Formulation; (2) Stage of Policy Agenda; (3) Alternative Policies Selection Stage; (4) Policy Setting Phase. In addition, during the process of formulation, there is also a way to resolve the conflict in determining the minimum wage policy in Malang City for 2018 which is resolved through: 1) Establishing the Rules of Game in the Struggle of the Group; 2) Arranging Compromises and Balancing Interests; 3) Imposing the Compromise that has been achieved in the Form of State Policy.
