Abstract
Penyediaan RTH publik sebagai upaya untuk meningkatkan kualitas ekologis kota sebesar 30% belum terpenuhi, dari luas area total Kota Malang saat ini 252,1 km persegi, baru 13 % yang digunakan sebagai RTH publik. Hutan Kota Malabar adalah salah satu RTH penghasil oksigen terbesar di Kota Malang yakni sebesar 7,8 ton. Pada bulan Juni 2015, Pemerintah Kota Malang melalui Dinas Perumahan dan Kawasan Permukiman Kota Malang yang bekerjasama dengan PT Amerta Indah Otsuka merevitalisasi Hutan Kota Malabar. Public-Private Partnership (PPP) sebagai salah satu solusi pemerintah dalam memenuhi kebutuhan akan infrastruktur dan fasilitas mengingat keterbatasan dana dan tidak dapat memenuhi segala kebutuhan masyarakat. Sayangnya, proyek revitasilasi Hutan Kota Malabar menuai protes dari berbagai kalangan dikarenakan akan merubah fungsi dasar Hutan Kota Malabar. Oleh karena itu pemerintah daerah dan swasta perlu bersinergi atas persoalan tersebut. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian yang pertama adalah tentang sinergi antar pemerintah daerah dan sektor privat dalam merevitalisasi hutan kota malabar kota Malang. Kedua, mengenai faktor-faktor pendukung dan penghambat. Analisis data yang digunakan dalam penelitian ini yaitu model interaktif Miles, Huberman dan Saldana. Hasil penelitian ini menunjukkan bahwa kerjasama pemerintah daerah dan sektor privat atau dikenal dengan nama Public-Private Partnership (PPP) telah bersinergi. Hal ini di buktikan dengan peran pemerintah daerah sebagai penyedia lahan dan penyedia peraturan serta perizinan dan peran sektor privat sebagai pembiaya, pembangun dan pengelola. Model kerjasama yang digunakan adalah model BTO (Build-Transfer-Operate). Adanya sikap saling percaya dan komunikasi efektif dalam kerjasama ini. Faktor pendukungnya yaitu tujuan yang sama antara pemerintah dan sektor privat. Faktor Penghambatnya yaitu adanya pihak yang tidak setuju dalam proses revilatisasi. Saran dalam penelitian ini adalah ada baiknya sektor privat memiliki programprogram yang berkelanjutan dalam hal kemitraan, Pemerintah daerah seharusnya dapat menjalin komunikasi yang lebih intensif dengan masyarakat, Pemerintah daerah sebaiknya membuat kebijakan yang jelas terhadap pola kerjasama dengan swasta, dan Pemerintah daerah sebaiknya meningkatkan upaya pemeliharaan dan perawatan Hutan Kota dengan melibatkan masyarakat.
English Abstract
Provision of public green space in an effort to improve the ecological quality of the city by 30% has not been fulfilled, from the total area of Malang City currently 252.1 km2, only 13% used as public green space. Malabar City Forest is one of the largest oxygenproducing public green space in the Malang City that is equal to 7.8 tons. In June 2015, the Government of Malang City through the Housing and Settlement Agency of Malang in cooperated with PT. Amerta Indah Otsuka revitalized Malabar City Forest. Public-Private Partnership (PPP) as one of the government's solutions in meeting the need for infrastructure and facilities considering the limited funds and can not meet all the needs of the community. Unfortunately, the Malabar City Forest revitalization project was getting protest coming from various groups because it changed the basic function of Malabar City Forest. Therefore, local governments and private sector needed to synergize on the issue. This research used descriptive research type with qualitative approach. The first research focus is on synergy between local government and private sector in revitalizing Malabar City Forest of Malang city. Second is about the supporting and inhibiting factors. Data analysis used in this research is interactive model by Miles, Huberman and Saldana. The results of this study indicate that the cooperation of local government and private sector or known as Public-Private Partnership (PPP) has been in synergy. This is evidenced by the role of local governments as providers of land and regulatory providers as well as licensing and the role of the private sector as financiers, builders and managers. The cooperative model used is the BTO (Build-Transfer-Operate) model. The existence of mutual trust and effective communication in this cooperation. The supporting factor is the same goal between the government and the private sector. Inhibiting factor is the presence of parties who do not agree in the process of revilatization. Suggestions in this study is that it is better for the private sector to have sustainable programs in terms of partnerships, local governments should be able to establish more intensive communication with the community, local governments should make clear policy on the pattern of cooperation with the private sector, and local governments should increase efforts maintenance of city forest by involving the community.
