Abstract
Singapura merupakan negara di Asia Tenggara yang menggunakan isu water management sebagai niche diplomacy-nya. Negara tersebut pernah mengalami krisis air (water scarcity) di negaranya yang membuat Singapura harus mengimpor air bersih dari Johor, Malaysia. Kedua negara tersebut membuat perjanjian terkait dengan air bersih yang dicantumkan dalam water agreement tahun 1961 dan 1962. Terkait krisis air tersebut, Singapura mengalami kesulitan ketika bernegosiasi dengan Malaysia dan negara lain. Lambat laun Singapura mulai mengubah sistem pengairan di negaranya dan diakui sebagai negara pelopor water management di dunia. Singapura menjadi negara nomor satu terkait dengan inovasi-inovasi dalam hal water management dan kemudian isu tersebut digunakan sebagai niche diplomacy negara Singapura.
English Abstract
Singapore is a country in South East Asia that use water management as its niche diplomacy. In the past, Singapore faced a water crisis which make the country imported pure water from Johor, Malaysia. Both Singapore and Malaysia made an agreement related to water called Water Agreement in the 1961 and 1962. When Singapore had water crisis, it affected to the country’s stands for negotiation. At that time, Singapore had trouble when negotiated with Malaysia or other countries. But as time goes by, Singapore made an effort on how to develop its water management system so the country will not depend on Malaysia anymore. The plus side is Singapore become well-known in international society as the leader of water management system and it changed the country’s stands for negotiation. Then the water management issue became Singapore’s niche diplomacy.
