Abstract
Sistem tanggap bencana adalah pendekatan yang sistematis dan sinergis dari berbagai pihak dalam mengantisipasi dan mengatasi suatu bencana. Kecamatan Ngusikan adalah salah satu kecamatan yang mengalami krisis air di Kabupaten Jombang. Pemerintah daerah memiliki kewajiban untuk mengatasi krisis air yang terjadi. Penanggulangan krisis air tersebut masih bersifat parsial untuk itu dibutuhkan sinergi dari pemeritah daerah dan masyarakat yang berjalan bersama dalam mengatasi krisis air. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Adapun fokus penelitian ini meliputi kepercayaan, komunikasi yang efektif, umpan balik (feedback), kreatifitas, faktor pendukung dan faktor penghambat yang terdapat pada sinergi antara pemerintah daerah dengan mayarakat dalam mengatasi krisis air di Kecamatan Ngusikan Kabupaten Jombang. Hasil penelitian ini menunjukkan bahwa sinergi yang terbangun antara pemerintah daerah dengan masyarakat dalam mengatasi krisis air di Kecamatan Ngusikan dengan mempertimbangkan empat parameter sinergi yaitu kepercayaan, komunikasi, umpan balik dan kreativitas. Kepercayaan dalam sinergi mengatasi krisis air ini tercipta dari strategi yang dilakukan oleh pemerintah daerah untuk mengatasi krisis air pada Dusun Kromong dan Dusun Banyuasin. Berbanding terbalik dengan kepercayaan, komunikasi yang dibangun oleh pemerintah daerah dengan masyarakat kedua dusun tidak berjalan optimal. Tidak optimalnya sinergi yang terbangun ini karena komunikasi yang tidak terbangun dan strategi perpipaan masih belum bisa mengatasi krisis air yang terjadi di Dusun Banyuasin. Keadaan komunikasi tersebut berdampak pada umpan balik masyarakat terkait strategi pemerintah daerah yang menjadikan tugas Badan Penanggulangan Bencana Daerah bertambah. Kreativitas masyarakat berkembang seiring dengan kepercayaan masyarakat yang menurun terhadap pemerintah daerah. Faktor pendukung sinergi dalam mengatasi krisis air terdapat dukungan pemerintah dan keterlibatan masyarakat untuk mengatasi krisis air. Faktor penghambat diketahui tingkat kesadaran masyarakat yang rendah, letak dusun Banyuasin yang terpencil, dan komunikasi Dinas Perumahan dan Permukiman yang tidak efektif. Sinergi antara pemerintah daerah dengan masyarakat dalam mengatasi krisis air di Kecamatan Ngusikan diperlukan perbaikan dalam strategi yang dilakukan yaitu menjalin kerjasama dengan Pemerintah Daerah Lamongan, serta komunikasi harus ditingkatkan oleh Dinas Perumahan dan Permukiman.
English Abstract
Disaster response system is a systematic and synergistic approach from various parties in anticipating and overcoming water crisis in Jombang Regency. It is a must for the local government to overcome the happening crisis. The water crisis counter measure is still partial so that it needs the synergy from the local government and the community to run together in resolving the crisis. This study is descriptive with qualitative approach. The main focuses include belief of effective communication, feedback, creativity, supporting factors and obstacle factors that lay in the synergy between the local government and the community in overcoming water crisis in District Ngusikan of Jombang Regency. The result of the study shows that the synergy between the local government and the community in overcoming water crisis in District Ngusikan is created from four synergy parameters namely belief, communication, feedback and creativity. The belief of the synergy in overcoming the crisis is created from the synergy done by the local government in surmounting water crisis in Kromong hamlet and Banyuasin hamlet. On the other hand, the communication built by the local government and community in both hamlet does not optimally run well. The synergy is not well-created because the communication is not built yet and the piping system does not completely overcome yet the crisis in Banyuasin halmet. That condition affects on society’s feedback towards strategy of local government that makes the Local Agency for Disaster Management increase. The community creativity develops along with the decrease of community belief to local government. Supporting factors of the synergy in overcoming the water crisis are on the government support and the community involvement. Meanwhile, the obstacle factors are on low level of the community awareness, the remote location of Banyuasin, and the communication which is not effective between Housing and Residential Agency.
