Abstract
Kesejahteraan masyarakat dalam suatu negara dapat dilihat dari segi ekonominya. Dalam peningkatan kesejahteraan masyarakat, terdapat beberapa peran pemerintah dalam peningkatan kesejahteraan masyarakat salah satunya adalah dengan membuka Usaha Kecil Menengah. Usaha Kecil Menengah dapat menopang kehidupan masyarakat sehingga jumlah penduduk miskin dan tingkat pengangguran dapat berkurang. Usaha Kecil Menengah dalam setiap daerah berbeda-beda. Kabupaten Sidoarjo merupakan salah satu kabupaten yang ada di Provinsi Jawa Timur yang dikenal dengan Kota Usaha Kecil Menengah. Jumlah usaha yang dikembangkan di Kabupaten Sidoarjo sangat banyak salah satunya adalah industri tas dan koper. Dalam pengembangan Usaha Kecil Menengah industri tas dan koper perlu adanya pemberdayaan. Pemberdayaan dilakukan karena masih terdapat banyak masalah yang ada dalam industri tas dan koper. Dalam proses pemberdayaan terdapat tahapan-tahapan yang harus dilaksanakan agar kegiatan pemberdayaan berjalan dengan baik. Tujuan penelitian ini adalah untuk mengetahui, mendeskripsikan, dan menganalisis proses pemberdayaan serta faktor pendukung dan penghambat dalam Usaha Kecil Menengah industri tas dan koper. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Fokus penelitian ini adalah proses permberdayaan serta faktor pendukung dan faktor penghambat pemberdayaan industri tas dan koper. Teknik pengumpulan data yang digunakan adalah dengan menggunakan teknik wawancara, observasi, dan dokumentasi. Analisis data yang digunakan adalah dengan menggunakan analisis Miles dan Huberman dan Saldana. Hasil penelitian ini menunjukkan bahwa dalam proses pemberdayaan terdapat beberapa tahapan agar pemberdayaan dapat berjalan dengan baik. Pada tahap yang pertama yaitu pihak Dinas masih belum mampu melihat secara keseluruhan keadaan para pengrajin karena keterbatasan jumlah surveyor. Tahapan yang kedua, pihak Dinas masih belum mampu memecahkan masalahmasalah dengan sebaik mungkin. Pada tahap yang ketiga, untuk pelaksaaan kegiatan pemberdayaan sudah cukup baik, namun masih belum ada pemerataan dalam pemberian fasilitas dari pihak Dinas. Pada tahap yang keempat yaitu masih ada tahapan yang belum berjalan dengan sebagaimana mestinya. Untuk faktor pendukung dalam pemberdayaan industri tas dan koper yaitu fasilitas yang telah tersedia, pemberian motivasi kepada pengrajin, dan pembantuan pemasaran produk tas dan koper. Sedangkan faktor penghambat dalam pemberdayaan industri tas dan koper yaitu keterbatasan pengadaan bahan baku, kurangnya vii inovasi desain, keterbatasan jumlah surveyor, penjadwalan kurang tepat, dan inisitif para pengrajin untuk maju masih rendah.
English Abstract
The welfare of the people in the country can be viewed in economically. In improving the welfare of the people, there were several roles of the government in improving the welfare of the people one of them was by opening Small Enterprises. Small and Medium Enterprises can support the lives of the people so that the number of poor and unemployed could be reduced. Small and Medium Enterprises wasvaryin each area . Sidoarjo was one of the districts in East Javaknown as Small Medium Enterprises. There were a lot of kind of businesses developed in Sidoarjo, one of them was bag and luggage industry. In the development of Small and Medium Enterprises, the bag and luggage industry needed empowerment. The empowerment was needed because there were many problems in the bag and luggage industry. In the process of empowerment there was a level that must be implemented in order for the empowerment activity to run smoothly. The purposed of this study was to known, described and analyzed the empowerment process as well as supporting and barrier factors in the Small and Medium Enterprise bags and bags industry. This study used descriptive research types with qualitative approaches. The focus of this research was the process of empowerment as well as supporting factors and barrier factors to empower the bags and luggage industry. Data collection techniques that is used were interviews, observations, and documentation techniques. The data analysis used by Miles and Huberman and Saldana analysis. The results of this study showed that in the empowerment process there were several stages for empowerment to work well. In the first rank of the Department still could not see the overall situation of the craftsmen because of the limited number of surveyors. The second level, the Department still had not been able to solve the problem as well as possible. In the third stage, the implementation of empowerment activities were quite good, but there was still no equity in the provision of facilities from the Department. In fourth stage there is still a level that does not work well. For supporting factors in empowering the bag and luggage industry is the facilities that have been provided, motivating the craftsmen, and marketing assistance for bags and luggage products. Although the barrier factor in empowering the bag and luggage industry was the limited raw material procurement, less design innovation, limited number of surveyors, inadequate scheduling, and forward-looking initiatives still low.
