Abstract
Bawang merah merupakan komoditas strategis yang ditetapkan sebagai bahan pangan pokok selain cabai, beras, jagung, dan kedelai. Selain sebagai bahan pangan pokok yang tidak tergantikan, bawang merah juga merupakan komoditas hortikultura diusahakan oleh masyarakat. Komoditas tersebut menjadi perhatian serius pemerintah karena memberikan andil yang cukup signifikan dalam menentukan inflasi. Konsumsi bawang merah dibutuhkan setiap hari dan bahkan di hari-hari besar permintaannya cenderung melonjak. Tingkat produksi bawang merah di Provinsi Jawa Timur berada di urutan kedua dengan kontribusi sebesar 20,89% dan terkonsentrasi salah satunya di Kabupaten Probolinggo. Namun, masalah terkait distribusi bawang merah yang tidak merata masih menjadi kendala dalam mencukupi kebutuhan bawang merah di Indonesia. Selain itu, dapat dilihat dari beberapa kasus, salah satunya adalah bawang merah harus dikirim dahulu ke daerah yang terkenal sebagai sentra bawang setelah itu baru dapat dikirim dan diterima oleh pasar Induk. Hal ini tentunya ini akan meningkatkan harga barang karena adanya inefficient transportation atau penggunaan transportasi yang tidak efisien. Seharusnya Pasar Induk dapat langsung menampung pengiriman dari berbagai daerah bukan hanya daerah tertentu saja. Persediaan input yang terbatas juga menjadi hambatan bagi rantai pasok bawang merah. Dari uraian diatas, maka dapat dirumuskan tujuan penelitian ini adalah (1) mengidentifikasi rantai pasok bawang merah di Kabupaten Probolinggo ; (2) menganalisis indikator kunci rantai pasok di Kabupaten Probolinggo dan (3) Mengukur kinerja rantai pasok bawang merah di Kabupaten Probolinggo. Untuk mengukur kinerja rantai pasok bawang merah, penelitian ini menggunakan analisis kuantitatif melalui teori Performance of Activity dengan metode Analytical Hierarchy Process untuk mengetahui bobot dari masing-masing kriteria. Hasil penelitian yang telah dilakukan, didapatkan hasil bahwa prioritas tertinggi adalah produktivitas (0,288) dan modal (0,274). Hal ini menunjukkan bahwa produktivitas dan modal sangatlah menjadi tolak ukur bagi keberlanjutan usaha bawang merah. Dengan adanya peningkatan dan perkembangan dari segi produktivitas seperti perkembangan produk input yang berkualitas di tingkat penyedia input, perkembangan hasil produk bawang merah yang memiliki kualitas yang konsisten di tingkat petani dan pedagang, maka akan dapat memberikan dampak yang sangat baik bagi rantai pasok bawang merah di Kabupaten Probolinggo. Indikator biaya (0,072) dan transportasi (0,084) masing-masing memiliki tingkat kepentingan terendah dalam perspektif pelaku rantai pasok. Pelaku rantai pasok menilai bahwa biaya dan transportasi tidak memerlukan perhatian khusus karena biaya yang dikeluarkan tidak terjadi perubahan yang signifikan.
English Abstract
The Shallots is a strategic commodity that is designated as a food staple in addition to chili, rice, corn, and soybeans. In addition to the staple foodstuffs as irreplaceable, the shallots is also a horticultural commodities sought by the public. These commodities became a serious concern of the Government since it provides significant role in determining inflation.Consumption of shallots is required every day and even in the great days of her request tend to be soaring.Onion production levels in East Java province was in second place with contributions of 20.89% and concentrated one in Probolinggo. However, the problem regarding the distribution of uneven shallot is still a constraint in sufficient need shallots in Indonesia. In addition, it can be seen from some of the cases, one of which was the shallots must be sent first to the area which is famous as the Centre of the shallot after that can be sent and received by the market. This is certainly is going to raise the price of goods because of inefficient transportation or use of the transportation that is not efficient.Market should be able to just accommodate the delivery of a wide range of areas not just certain areas only. Supplies limited input also become barriers to the supply chain of shallots. From the explanation , then it can be formulated the goal of this research is to (1) identify supply chain of shallots in the Regency of Probolinggo; (2) analyzing the key indicators of the supply chain in the Regency of Probolinggo and (3) measures the performance of supply chain of shallots in the Regency of Probolinggo. To measure the performance of supply chain of onion, this research uses quantitative analysis through the Performance of Activity theory with Analytical Hierarchy Process method to know the weighting of each criterion. The results of research that has been carried out, the results obtained that the highest priority is the productivity (0.288) and capital (0.274). This suggests that productivity and capital is definitively became a benchmark for sustainability efforts of shallots. With an increase in development and in terms of productivity such as the development of product quality in input level input providers, the development of the results of the product shallots that has a consistent quality at the level of farmers and traders, will then be able to provide a very good impact for the supply chain of shallots in the Regency of Probolinggo. Indicators of costs (0.072) and transport (0.084) each have the lowest interest rates in perspective of the perpetrator of the supply chain. Doer argued that the cost of the supply chain and transportation do not require special attention because of the costs incurred no significant change occurred.
