Abstract
Jumlah industri kecil keripik kentang di Kota Batu keberadaanya semakin meningkat. Berdasarkan data Dinas Perindustrian dan Perdagangan Kota Batu (2016). Dengan peningkatan jumlah industri kecil tersebut maka persaingan dalam dunia perindustrian menjadi tantangan utama bagi perusahaan dalam menjalankan aktivitas produksinya. Perusahaan dituntut untuk berpikir kreatif untuk mengimplementasikan strategi bersaing dengan menghasilkan barang/jasa yang lebih berkualitas, murah, dan cepat dibandingkan dengan pesaing. (BPS, 2017). Manajemen rantai pasok yang efektif dan efisien yaitu mempunyai sistem saling terintegrasi antar anggota rantai pasok, sehingga membutuhkan pengembangan yang dilakukan secara simultan baik dari sisi tingkat layanan konsumen maupun internal operating efficiencies dari perusahaan-perusahaan dalam sebuah rantai pasok (Rouli.J, 2008). Apabia industri kecil tidak menerapkan SCM (Supply chain management) dengan baik maka dapat menimbulkan permasalahan yaitu tidak teratur dan kurangnya kontinuitas dalam melakukan produksi dan operasi. Sehingga hal ini menyebabkan terjadinya ketidakseimbangan antara jumlah produksi dengan jumlah penjualan, dimana industri mengalami kelebihan dan kekurangan produksi pada saat tertentu. Hal tersebut dapat mengakibatkan lemahnya daya saing suatu industri. Tujuan dari penelitian ini yaitu (1) mendeskripsikan rantai pasok (supply chain) keripik kentang di industri kecil Kota Batu. (2) menganalisis kinerja manajemen rantai pasok keripik kentang di industri kecil Kota Batu. Penentuan lokasi penelitian dilakukan secara sengaja (purposive) yaitu industri kecil yang memproduksi keripik kentang di Kota Batu, dengan pertimbangan bahwa Kota Batu memiliki perkembangan industri kecil yang cukup pesat berdasarkan data Direktori Perusahaan Industri Kecil Menengah Kota Batu Tahun 2016. Sampel pada penelitian ini ditentukan dengan menggunakan stratified random sampling yaitu menurut Teguh (2001) adalah metode pengambilan sampel apabila populasi memiliki susunan bertingkat. Industri yang dijadikan sampel adalah industri kecil dengan kapasitas produksi tinggi, sedang, dan rendah berdasarkan tenaga kerja. Selanjutnya data yang digunakan adalah data primer yang diperoleh dengan wawancara, observasi, dokumentasi dan data sekunder yang memiliki keterkaitan dengan penelitian sebagai pelengkap untuk menunjang data primer. Teknik analisis data pada penelitian ini untuk menjawab tujuan 1 yaitu mendeskripsikan rantai pasok keripik kentang di Industri Kecil Kota Batu menggunakan analisis deskriptif. Untuk menjawab tujuan 2 yaitu menganalisis kinerja manajemen rantai pasok keripik kentang di Industri Kecil Kota Batu menggunakan analisis SCOR. Hasil yang didapat dari analisis deskripif yaitu Industri Kecil keripik kentang di Kota Batu memiliki aliran rantai pasokan dan lembaga-lembaga yang terkait dalam kegiatan rantai pasokan adalah sama yaitu supplier, manufactur, retailer, dan consumen, hanya saja memiliki perbedaan kriteria dari lembaga-lembaga yang terlibat didalamnya antara industri satu dengan yang lain. Hasil dari analisis SCOR yang didapat dalam penelitian ini adalah proses yang ada pada Industri Kecil keripik kentang Kota Batu antara lain Plan, Source, Make, Deliver, dan Return dengan KPI yang didapat dari kuisioner berjumlah 24 KPI. Perhitungan niai akhir kinerja berdasarkan SCOR didapatkan hasil rata-rata kinerja manajemen rantai pasok keripik kentang di Industri Kecil Kota Batu yaitu 89,232 yang artinya kinerja Industri Kecil keripik kentang di Kota Batu adalah Good (Menurut Sistem Monitoring Indikator Kinerja, H. Volby. 2000).
English Abstract
The number of small potato chip industries in Batu City is increasing. Based on data from the Office of Industry and Commerce of Batu City (2016). With the increasing number of small industries, competition in the industrial world becomes a major challenge for the company in carrying out its production activities. Companies are required to think creatively to implement competitive strategy by producing goods / services that are more qualified, cheaper, and faster than competitors. (CPM, 2017). Effective and efficient supply chain management that has an integrated system among supply chain members, thus requiring simultaneous development both in terms of customer service levels and internal operating efficiencies of firms in a supply chain (Rouli.J, 2008). Apabia small industry does not apply SCM (Supply chain management) well then it can cause problems that is irregular and lack of continuity in doing production and operation. So this causes an imbalance between the amount of production with the number of sales, where the industry has advantages and shortages of production at a certain time. This can lead to a weak competitiveness of an industry. The purpose of this research is (1) to describe supply chain of potato chips in small industry of Batu City. (2) analyzing the performance of supply chain management of potato chips in small-scale industries in Batu City. Determining the location of the research is purposive, which is a small industry that produces potato chips in Batu City, considering that Batu City has a fast growth of small industry based on the data of Small Medium Enterprise of Batu City Company 2016. The sample in this study is determined by using stratified random sampling that is according to Teguh (2001) is the method of sampling if the population has a stratified arrangement. The sample industries are small industries with high, medium, and low production capacity based on labor. Further data used are primary data obtained by interviews, observations, documentation and secondary data that have relevance to the research as a complement to support the primary data. Technique of data analysis in this research to answer first goal that is describing supply chain of potato chips in Small Industry Batu City using descriptive analysis. To answer the second objective of analyzing the performance of supply chain management of potato chips in Small Industry Batu City using SCOR analysis. The result of descriptive analysis of Small Potato Chips Industry in Batu City has a supply chain flow and related institutions in supply chain activities is the same ie supplier, manufactur, retailer, and consumer, it only has different criteria from institutions that Involved in it between industries with each other. The results of the SCOR analysis obtained in this study are the existing processes in Small Industries potato chip City of Batu include Plan, Source, Make, Deliver, and Return with KPI obtained from questionnaires amounted to 24 KPI. The calculation of the final performance performance based on SCOR showed the average performance of supply chain management of potato chips in Small Industries of Batu City which is 89.232 which means the performance of Small Potato Chips Industry in Batu City is Good (According to Monitoring System of Performance Indicator, H. Volby. 2000).
