Abstract
Penelitian ini dilakukan berdasarkan permasalahan yang terjadi pada Usaha Mikro Kecil Menengah yang ada di Kota Blitar. Permasalahan tersebut timbul adanya ketimpangan kesejahteraan dan pemberdayaan masyarakat di Kota Blitar yang masih ada selama ini mengakibatkan terjadinya kesenjangan dalam berbagai aspek kehidupan sosial dan ekonomi masyarakat. Oleh karena itu di butuhkan upaya pemerintah daerah Kota Blitar yaitu Dinas Koperasi dan UMKM untuk memberdayakan UMKM berbasis potensi lokal. Dari pemahaman diatas penulis menjelaskan berbagai strategi pemerintah daerah Kota Blitar dalam pemberdayaan industri kendang berbasis potensi lokal dan menjelaskan menganalisis strategi alternatif untuk kedepannya agar UMKM Kota Blitar lebih berkembang. Rumusan dari penelitian ini yaitu bagaimana dinamika yang dialami pemerintah daerah dalam pemberdayaan UMKM di Kota Blitar, bagaimana strategi pemerintah daerah dalam pemberdayaan UMKM untuk menghadapi tantangan globalisasi, bagaimana alternatif strategi UMKM untuk kedepannya di Kota Blitar. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Lokasi dan situs penelitian ini berada di Dinas Koperasi dan UMKM. Penelitian ini dilakukan melalui observasi, wawancara, dan dokumentasi model analisi yang digunakan dalam penelitian yaitu aAur Metode Analisis Spiral yang terdiri Komunikasi pelanggan, Perencanaan, Analisis Resiko, Perekayasaan, Konstruksi dan peluncuran, dan Evaluasi Pelanggan. Hasil penelitian menunjukkan bahwa strategi pemberdayaan industri kendang oleh Dinas Koperasi dan UMKM berupa permodalan, fasilitas, pengendalian dan perizinan, pelatihan, dan pemasaran. Selain itu pemerintah daerah juga memberikan BPOM dan Sertifikasi untuk ketentuan standar dan persyaratan kesehatan bahan baku seperti kayu, tinta warna dan plitur yang telah digunakan dalam pembuatan kendang.
English Abstract
This research was conducted based on the problems that occurred in Micro Small Medium Enterprises in Blitar City. These problems arise the existence of imbalance welfare and community empowerment in the city of Blitar that still exist so far resulted in gaps in various aspects of social life and economic society. Therefore in need of local government efforts Blitar City is the Department of Cooperatives and SMEs to empower SMEs based on local potential. From the above understanding the authors explain the various strategies of local government in the empowerment of Blitar city based local potency industry and explain the alternative strategy to analyze for the future for SMEs Blitar city more developed. The formulation of this research is how the dynamics experienced by the local government in the empowerment of SMEs in Blitar City, how local government strategies in empowering SMEs to face the challenges of globalization, how the alternative strategies for future SMEs in Blitar City. This research uses qualitative research method with descriptive approach. The location and site of this research are in the Department of Cooperatives and UMKM. This research is done through observation, interview, and documentation of analytical model used in research that is aAur Spiral Analysis Method consisting of customer communication, Planning, Risk Analysis, Engineering, Construction and launching, and Customer Evaluation. The result of the research shows that empowerment strategy of kendang industry by Dinas Koperasi and UMKM are capital, facility, controlling and licensing, training, and marketing. In addition, local governments also provide BPOM and Certification for the provisions of standards and health requirements of raw materials such as wood, color ink and plitur that has been used in the manufacture of kendang.
