Abstract
Penelitian tentang kebijakan perluasan pembiayaan usaha kecil dan menengah (UKM) di Provinsi Jawa Timur pada dasarnya dilakukan untuk menilai apakah program yang dibuat sudah sesuai dengan kebutuhan pelaku UKM. Dengan adanya kebijakan akses pembiayaan apakah mampu mendukung UKM agar berdaya saing global . Akses pembiayaan menjadi faktor penting dalam perkembangan UKM. Salah satu program unggulan Dinas Koperasi dan UKM Jawa Timur adalah Dana Begulir. Penelitian ini mengukur melalui implementasi program dana bergulir, perspektif pelaku UKM terhadap dana bergulir. Dalam upaya melihat fenomena yang terjadi pada implementasinya, penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif. Peneliti melakukan Analisa data dengan menggunakan interactive model. Komponen analisis yang dilakukan adalah reduksi data, penyajian data dan menarik kesimpulan. Dalam analisis ini menggunakan tringulasi teknik yaitu dengan data yang berbeda-beda untuk mendapatkan data dari sumber yang sama. Penelitian ini melihat dari dua sudut pandang yang berbeda yaitu Dinas Koperasi dan UKM Jawa Timur serta pelaku UKM yang mengikuti program dana bergulir. Setelah melihat fenomena yang terjadi apakah program dana bergulir dapat berpengaruh terhadap daya saing UKM. Hasil penelitian ini menjawab bahwa implementasi yang terjadi tidak semua sesuai dengan kenyataan yang diharapkan. Dinas Koperasi dan UKM telah melakukan dari tahap perencanaan, penatausahaan dan memonitoring jalannya program dana bergulir. Tetapi masih ada kekurangan dalam sosialisasi secara mendalam. Pertanggung jawaban pelaku UKM terhadap program dana bergulir masih sangat rendah. Fenomena yang terjadi memang tidak sesuai dengan diharapkan, Berdasarkan pada hasil penelitian ini implementasi yang dilakukan Dinas Koperasi dan UKM Jawa Timur pada Program Dana bergulir sudah cukup baik. Namun kurangnya sosialisasi secara mendalam mengenai dana bergulir membuat perspektif pelaku UKM masih kurang, terutama pertanggung jawaban modal yang diberikan. Kurangnya pertanggung jawaban UKM terhadap dana bergulir tidak berpengaruh terhadap daya saing mereka.
English Abstract
Research on the policy of expanding the financing of small and medium enterprises (SMEs) in the province of East Java is basically have a purpose to assess whether the program has already fit in accordance of the principals of SME. The policy should be able to support the global competitiveness of SMES. Access to financing is the one important factor in the development of SMES. One of the flagship program of the Department of cooperatives and SMEs in East Java is the Dana Begulir. These studies measure through the implementation of a rolling Fund program, the perspective of the SME Revolving Fund. In the attempt to see the phenomenon that occurs in its implementation, this study uses a type of descriptive study with a qualitative approach. Researchers analyze the data by using the interactive model. Component analysis conducted is the reduction of the data, the presentation of the data and draw conclusions. In this analysis using the triangulation technique with varying data to get the data from the same source. This research was viewed from two different points of view i.e. Department of cooperatives and SMEs as well as the perpetrators of the East Java SMES who participate in funding rolling. And then the researcher looking at the phenomena that occurs if the program funds rolling can have an effect on the competitiveness of SMES. The results of this study revealed that implementation not happens in the reality. Department of cooperatives and SMEs've hal already done from the stage of planning, administering and monitor the operations of the Revolving Fund program. But there are still shortcomings in socialization in depth. Liability of the perpetrator to the SME Revolving Fund is still very low. The phenomenon occurs is not in accordance with the expected. Based on the results of the research implementation undertaken the service of cooperatives and SMEs in East Java on a Dana Bergulir Program is already good enough. But the lack of socialization in depth about the program makes the perspective of perpetrators of SMES is still lacking, particularly liability capital provided. The lack of responsibility towards the SME Revolving Fund does not affect their competitiveness.
