Abstract
Pemerintah Daerah melalui Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo melakukan pemberdayaan yang bertujuan untuk meningkatkan usaha kecil dan menengah agar menjadi mandiri dan berkembang. Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo memiliki beberapa program yang digunakan untuk mendukung program pemberdayaan. Dari hasil penelitian menunjukkan bahwa yang dilakukan oleh Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo adalah dengan cara (1) Pendampingan berupa workshop yang dilakukan di kantor dinas dan dilakukan di tempat atau desa UKM berasal; (2) Fasilitasi pengembangan dengan memberikan bantuan alat kepada pelaku UKM; (3) Penguatan UKM dengan cara meningkatkan kesadaran pemilik UKM dan memberikan informasi yang berkaitan dengan dunia usaha; (4) Perlindungan berupa pemberian Surat Keterangan Domisili Usaha; (5) Pendukungan dengan cara memberikan pinjaman modal usaha kepada para pelaku UKM. Selain itu juga terdapat beberapa faktor pendukunga dan penghambat dari pemberdayaan yang dilakukan oleh Dinas Koperasi dan Usaha Mikro Kabupaten Sidoarjo. Faktor pendukungnya antara lain: Lokasi industri yang strategis dan dukungan dari pihak lain, sementara untuk faktor penghambatnya antara lain : Terbatasnya teknologi, kurangnya modal serta kurangnya kesadaran dari para pelaku UKM. Berdasarkan kesimpulan dari penelitian yang dilakukan, saran yang diberikan adalah untuk mengatasi terbatasnya teknologi perlu adanya anggaran khusus untuk menyediakan fasilitas penyimpanan data hasil survey yang telah dilakukan kepada para pelaku UKM, pemberian motivasi secara terus menerus dengan cara mengundang ahli yang memiliki kemampuan untuk memberikan ilmu agar usaha yang dimiliki oleh para pelaku UKM bisa berkembang, dan memberikan informasi mengenai data permintaan pasar agar para pelaku UKM mengetahui model atau hal yang sedang digemari oleh pasar.
English Abstract
Local governments through the cooperative and micro business district sidoarjo conduct empowerment aimed at increasing small and medium enterprises to be independent and developing. The cooperative and micro business district sidoarjo have some program used to support empowerment program .The research shows that conducted by the cooperative and micro business district sidoarjo is by way of ( 1 ) assistance of workshop held at the office of agency and conducted in a place or village smes derived; ( 2 ) facilitating development by providing aid instrument to an offender smes; ( 3 ) strengthening smes by raising awareness of the smes and to provide information relating to the business world; ( 4 ) protection the granting of the letter of domicile; business ( 5 ) supporting by granting loans capital to the sme practitioners .In addition there are several supporting factors and inhibitors of the empowerment undertaken by the cooperative and micro business district sidoarjo. Supporting factors among other: strategic the locations of industry and support of the other hand , while to the factors of the inhibitor among other: limited technology , lack of capital and the lack of consciousness of the sme practitioners. Based on the conclusion of research conducted, advice provided is to overcome the limited technology need of a special budget to provide storage facility data a survey of has been applied to the sme practitioners, the motivation is constantly being by way of begging expert who have the ability to give the science that business held by the sme practitioners can develop, and to provide information with the with the market demands that the sme practitioners know a model or things are popular by the market.
