Abstract
Rekrutmen pegawai merupakan isu yang kompleks. Pentingnya perekrutan sebagai bagian dari kebijakan sumber daya manusia tercermin pada kinerja organisasi. Ketika perekrutan dilakukan secara profesional, pelamar akan merasa dihargai atau dihormati, baik mereka diterima atau tidak, hal ini sangat berpengaruh terhadap citra perusahaan. Saat ini, tren telah berubah, perekrutan dilakukan melalui media online; pelamar mencari pekerjaan melalui internet. Masyarakat mendefinisikan perekrutan secara online sebagai perekrutan elektronik (e-recruitment). E-recruitment lebih murah dan lebih cepat. Dibandingkan dengan metode konvensional, e-recruitment mengurangi biaya untuk melakukan job-posting dan lebih baik dalam penyebaran informasi. Sangat banyak bagian dari e-recruitment yang dirasa penting untuk dipelajari lebih lanjut untuk memperkaya pengetahuan tentang e-recruitment itu sendiri, termasuk dari perspektif implementasi. Oleh karena itu, tujuan dari penelitian ini adalah untuk menganalisis pelaksanaan e-recruitment termasuk faktor pendorong dan faktor penghambat. Jenis penelitian ini adalah penelitian eksploratif dengan pendekatan kualitatif. Berdasarkan tujuan validitas, penelitian dilakukan di Kantor Pusat Jawa Timur Park 1 (terletak di Kartika Street nomor 2 Sisir, Batu) PT. BEON Intermedia (terletak di MT. Haryono Street, Istana Dinoyo/ C No 3-4, Malang) dan Perum Jasa Tirta I (terletak di jalan Surabaya, nomor 2A, Sumbersari, Lowokwaru, Malang). Data berbentuk data primer dan sekunder. Hasil penelitian menjelaskan bahwa: 1) Pendekatan perusahaan untuk melakukan e-recruitment dipengaruhi oleh latar belakang perusahaan; 2) Pertimbangan untuk menggunakan media online atau e-recruitment untuk merekrut kandidat didasarkan pada beberapa alasan, seperti: hemat waktu, biaya yang murah dan variasi pelamar; 3) Variabel untuk melakukan e-recruitment yang didasarkan pada teori Edward III (1980), seperti: komunikasi, sumber daya, disposisi, dan struktur birokrasi, pada umumnya sudah dipenuhi oleh semua perusahaan. Tetapi dalam beberapa kasus, ada hambatan kecil, seperti kurangnya kejelasan dalam aspek komunikasi, kurangnya sumber daya dan sikap yang berbeda yang ditunjukkan oleh pelaksana; 4) Faktor pendorong untuk melakukan e-recruitment terdiri dari : persetujuan, dukungan dan kepercayaan masyarakat, pelaksana memiliki informasi yang cukup, terutama mengenai kondisi dan kesadaran masyarakat serta tugas dan kewajiban yang memadai oleh pelakasana; 5) Faktor penghambat dalam melakukan e-recruitment berasal dari: kekurangan sumber daya (waktu, uang dan sumber daya manusia), ketidakpastian faktor internal dan eksternal dan isi dari kebijakan yang tidak jelas.
English Abstract
Recruitment is a complex issue. The importance of recruitment as part of a human resource policy is reflected in organization’s performance. When recruitment is conducted professionally, the applicants will feel valued or respected during the process of recruitment, either that they are hired or not within company; it is influential to the corporate image. Currently, the trend is about to change, recruitment is conducted through online-based media; people are looking a job via internet. Society identified online-based recruitment as electronic recruitment (e-recruitment). E-recruitment is cheaper and faster. Comparing to conventional methods, e-recruitment reduces cost in order to conduct job-posting and better in dissemination of information. Many parts of e-recruitment are needed to explore further to enrich knowledge about e-recruitment itself, including the implementation perspective. Therefore, the objective of this research was to analyze the implementation of e-recruitment including driving factors and barriers. Type of this research is exploratory research with qualitative approach and study case method. Due to validity purpose, research was conducted at Headquarter Office of Jawa Timur Park 1 (located on Kartika Street Number 2 Sisir, Batu) PT. BEON Intermedia (located on MT. Haryono Street, Istana Dinoyo I/C No 3-4, Malang) and Perum Jasa Tirta I (located on Surabaya Street, Number 2A, Sumbersari, Lowokwaru, Malang). The data were the primary and secondary data. The results indicated that: 1) The company’s approach to do e-recruitment is affected by the organizational background; 2) The consideration to using online media or e-recruitment to recruit potential candidate based on the several reason, such as: less time-consuming, cheap cost and various type of applicants; 3) The variables to conduct e-recruitment based on Edward III theory (1980), such as: communication, resource, disposition and bureaucratic structure, in general already fulfilled by the all company. But in several cases, there is minor obstacle, such as lack of clarity in communication aspect, lack of resource and the different attitude shown by the implementers; 4) The driving factor in order to conducting e-recruitment came from several reasons, mostly: approval, support and public trust, implementer have sufficient information, particularly regarding the conditions and subject to public awareness with the policy and adequate assignments and obligations of policy implementation; 5) The barriers in order to conducting e-recruitment came from several reasons, mostly: lack or sources (time, money, and human resources), uncertainty internal and external factors and the contents of the policy is not clear.
