Abstract
"Rantai pasok Bawang putih di Provinsi Jawa Timur dapat diamati dengan melihat keterkaitan antar elemen pembangun. Permasalahan yang dihadapi adalah ketidaktercapaian roduksi bawang putih atas kebutuhan konsumsi yang ada. Penelitian ini bertujuan untuk mengidentifikasi sistem dasar rantai pasok bawang putih di Provinsi Jawa Timur serta menganalisis model tatakelola rantai pasok bawang putih dengan menggunakan dinamika sistem dalam meningkatkan produksi. Penelitian ini menggunakan metode dinamika sistem. Hasil penelitian ini adalah model rantai pasok bawang putih dalam bentuk CLD dan SFD. Pada CLD terdapat enam buah loop yang terdiri dari dua loop positif yang diberi tanda R (Reinforcing) dan empat loop negatif dengan diberi tanda B (Balancing). Pada SFD terdapat 3 variabel yang berperan sebagai level yaitu Luas Tanam, Stok Petani dan Jumlah penduduk. Faktor-faktor yang berpengaruh pada rantai pasok ini berupa laju konversi, produktivitas, serta jumlah penduduk yang meliputi laju kelahiran dan laju kematian. Skenario yang dibangun ada 2 alternatif yaitu alternatif pertama meningkatkan luas lahan dengan meningkatkan nilai variabel ekstensifikasi menjadi 2 kali lebih besar. Alternatif kedua meningkatkan nilai produktivitas dari 6,21 Ton/Ha menjadi 7,07 Ton/Ha. Hasil simulasi menunjukkan dari kedua skenario alternatif, alternatif peningkatan luas lahan merupakan alternatif terbaik dalam meningkatkan produksi bawang putih di Provinsi Jawa Timur.
English Abstract
Garlic (Allium sativum, L.) is one of the horticultural commodities that is widely recognized as a popular spice for various diseases and medical disorders. Garlic in East Java Province is the main ingredient as a kitchen spice that has the main needs in the household. The supply of garlic is highly dependent on the harvested area of garlic. East Java Province produced a harvested area in 2019 of 1,235 hectares with a production value of 6,935 tons with a total demand of 62,880 tons. Garlic in 2019 in East Java Province was able to meet its needs by 11%. The purpose of the study was to identify the basic system of the garlic supply chain in East Java Province and to analyze the garlic supply chain management model using system dynamics to increase production. This study uses a system dynamics method that is able to provide an analytical framework in order to understand the garlic supply chain governance model. The use of the system dynamics method is able to recognize the behavior patterns of existing problems. The stages in this research consist of identification and formulation of problems, preparation of conceptual systems, model formulation, model simulation and policy analysis. The system dynamics method produces a model that is arranged in the form of a Causal Loop Diagram (CLD) and your Stock Flow Diagram (SFD). This study builds 3 subsystems in its grouping, namely the producer subsystem, supplier subsystem and consumer subsystem. In CLD there are six loops consisting of two positive loops marked R (Reinforsing) and four negative loops marked B (Balancing). In SFD there are 3 variables that act as levels, namely the area of planting, the stock of farmers and the total population. The factors that influence this supply chain are conversion rate, productivity, and population which includes birth rate and death rate. There are 2 alternative scenarios built, namely the first alternative is to increase the land area by increasing the value of the extensification variable to be 2 times larger. The second alternative increases the productivity value from 6.21 Ton/Ha to 7.07 Ton/Ha. The simulation results show that from the two alternative scenarios, the alternative of increasing land area is the best alternative in increasing garlic production in East Java Province. The flow of the supply chain in East Java Province has 5 main actors in building the supply chain and the basic system formed consists of 3 subsystems, namely the producer subsystem, the supplier subsystem and the consumer subsystem. In an effort to increase the value of garlic production, it is necessary to expand productive garlic land and special handling from the government. The East Java Provincial Government needs to conduct further studies related to the potential for planting garlic by looking at the height of the existing planting area and providing superior seeds for farmers
