Abstract
"RINGKASAN Konsumen di era sekarang semakin kritis terhadap kualitas produk dan transparansi informasi. Hal tersebut mengakibatkan tuntutan konsumen ke pelaku UMKM terkait jaminan keamanan dan kehalalan produk pangan semakin meningkat. UMKM skala mikro, kecil dan menengah mengalami berbagai kendala dalam implementasi jaminan aman dan halal. Penelitian ini bertujuan untuk menganalisis faktor hambatan dan menentukan prioritas strategi peningkatan implementasi jaminan keamanan dan kehalalan produksi jenang apel. Metode yang digunakan pada penelitian ini adalah eksploratif study dan metode Analytic Hierarchy Process AHP. Berdasarkan hasil study eksploratif pada 5 UMKM produksi produk olahan apel, terutama jenang apel terdapat beberapa faktor hambatan implementasi jaminan keamanan dan kehalalan secara berurutan yaitu kurangnya komitmen antara pemilik dan karyawan 15% (9/60), kurangnya pengetahuan dan keterampilan karyawan 13,33% (8/60), kurangnya pendidikan dan pelatihan karyawan 11,67% (7/60), program pra syarat tidak memadai dan kurangnya sarana pra sarana produksi 10% (6/60), kurangnya persiapan dokumen yang dibutuhkan dan tidak ada konsultan 8,33% (5/60), kurangnya sumber daya keuangan dan waktu implementasi terbatas 5% (3/60), rendahnya motivasi karyawan dan kurangnya dukungan pemerintah dan otoritas 3,33% (2/60). Produsen jenang apel harus meningkatkan komitmen antara pemilik dan karyawan pada implementasi jaminan keamanan dan kehalalan produk. Berdasarkan pembobotan nilai AHP level strategi, sub strategi dan alternative strategi pada strategi peningkatan jaminan keamanan produksi jenang apel, faktor yang diprioritaskan secara berurutan adalah faktor SDM (0,37), faktor kepercayaan konsumen (0,32) dan faktor meningkatkan kualitas jenang apel (0,18). Berdasarkan pembobotan nilai AHP level strategi, sub strategi dan alternative strategi pada strategi peningkatan jaminan kehalalan produk jenang apel secara berurutan adalah faktor SDM (0,37), faktor kepercayaan konsumen (0,37), dan faktor meningkatkan kualitas jenang apel (0,18). Produsen jenang apel harus memperhatikan sumber daya manusia sebagai penggerak untuk mewujudkan kepercayaan konsumen terhadap kualitas jenang apel dibuktikan dengan implementasi jaminan keamanan dan kehalalan produk. English Abstract
Consumers today are increasingly critical of product quality and information transparency. This has resulted in increasing consumer demands for MSME actors related to the guarantee of safety and halal food products. MSME various obstacles in the implementation of safe and halal guarantees. This study aims to analyze the inhibiting factors and determine the priority of strategies to improve the implementation of the safety and halal assurance of apple jenang production. The method used in this research is an exploratory study and the Analytic Hierarchy Process AHP method. Based on the results of an exploratory study on 5 MSME producing processed apple products, especially apple jenang, there are several factors that hinder the implementation of security and halal assurance sequentially, namely the lack of commitment between owners and employees 15% (9/60), lack of knowledge and skills of employees 13.33% (8/60), lack of education and training of employees 11.67% (7/60), inadequate pre-requisite programs and lack of pre-production facilities 10% (6/60), lack of preparation of required documents and no consultant 8 .33% (5/60), lack of financial resources and limited implementation time 5% (3/60), low employee motivation and lack of support from government and authorities 3.33% (2/60). Apple jenang producers must increase the commitment between owners and employees on the implementation of product safety and halal assurance. Based on the weighting of the AHP value at the level of strategy, sub-strategy and alternative strategies on the strategy to increase the food safety of apple jenang production, the factors that are prioritized sequentially are the human resources factor (0.37), the consumer confidence factor (0.32) and the factor to improve the quality of the apple jenang ( 0.18). Based on the weighting of the strategy level AHP value, sub-strategy and alternative strategies on the strategy to increase the halal assurance of apple jenang products, respectively, are the human resources factor (0.37), the consumer confidence factor (0.37), and the factor to improve the quality of the apple jenang (0.18). ). Apple jenang producers must pay attention to human resources as a driver to realize consumer confidence in the quality of apple jenang as evidenced by the implementation of product safety and halal assurance.
