Abstract

Penelitian ini bertujuan mengungkapkan respon organisasional Poltekkes Kemenkes Malang menghadapi tuntutan implementasi remunerasi dan bagaimana keberlanjutan sistem remunerasinya melalui Resource Dependence Theory dan New Institutional Sociology sebagai alat analisis. Penelitian ini menggunakan paradigma post positive dengan pendekatan kualitatif dan strategi penelitian studi kasus. Hasil penelitian menunjukkan bahwa respon organisasional terhadap implementasi remunerasi pada mulanya ditunjukkan dalam bentuk persetujuan (acquiescence) untuk memenuhi kepatuhan terhadap tuntutan peraturan (coercive isomorphism), belajar pada institusi yang sudah berhasil menerapkan (mimetic isomorphism) dan menggunakan jasa konsultan (normative isomorphism) untuk penyusunan Key Performance Indicator (KPI). Selain respon persetujuan, Polkesma menunjukkan respon berkompromi (compromise) dengan berinisiatif melakukan pengembangan sistem penilaian kinerja ke arah yang lebih baik. Upaya melanjutkan kontinuitas remunerasi Polkesma dilakukan dengan mengoptimalkan komitmen dari Sumber Daya Manusia, dukungan sumber daya keuangan dan pengembangan Sistem Teknologi Informasi

English Abstract

This study is aimed at revealing the organizational response Poltekkes Kemenkes Malang in facing pressure on the implementation of remuneration system and the way to continue the sustainability of remuneration system through Resource Dependence Theory and New Institutional Sociology as a tool of its analysis. This research uses post positive paradigm with qualitative approach and case study research strategy. The results show that the organizational response to the Implementation The remuneration system was initially shown in the form of acquiescence to meet regulatory compliance (coercive isomorphism), following the institution that has successfully applied (mimetic isomorphism) and using consultant service (normative isomorphism) to develop Key Performance Indicator. In addition, the Polkesma shows a compromising response through the initiative to develop of performance appraisal system in a better direction. Efforts to continue the sustainability of remuneration of Polkesma is done by optimizing commitment from Human Resources, financial resources support and development of Information Technology System.
