Abstract

Penelitian ini bertujuan untuk menguji pengaruh sistem pengukuran kinerja (SPK) terhadap kinerja pegawai pada sektor publik dengan menggunakan konfirmasi dan pembangunan model mental sebagai variabel mediasi. Objek penelitian ini adalah pegawai Ditjen Perbendaharaan Kementerian Keuangan di seluruh Indonesia dengan menggunakan metode pengumpulan data survei. Sebanyak 249 data berhasil dikumpulkan dengan menggunakan metode convenience sampling untuk kemudian dilakukan analisis data dengan pendekatan Structural Equation ModelPartial Least Square (PLS-SEM). Hasil penelitian mengindikasikan bahwa keberadaan SPK pada organisasi mendukung proses kognitif pegawai dengan proses konfirmasi dan pembangunan model mental. Hasil penelitian juga menunjukkan bahwa proses pembelajaran melalui konfirmasi model mental mampu meningkatkan kinerja pegawai sedangkan proses pembangunan model mental justru terindikasi sedikit mengurangi kinerja pegawai. Lebih lanjut, proses konfirmasi model mental pada organisasi berperan dalam memediasi hubungan positif antara SPK dan kinerja, sedangkan pembangunan model mental tidak mampu memediasi hubungan SPK dan kinerja.

English Abstract

The aim of this study is to examine the effect of performance measurement systems on employee performance in the public sector by using confirming and building of mental models as mediating variables. The object of this research is employees of the Directorate-General of Treasury of the Ministry of Finance from regional offices throughout Indonesia, taken using the survey method for data collection. Data were collected from 249 respondents using the convenience sampling method and then analyzed using Structural Equation Model-Partial Least Square (PLSSEM). The results of the study indicated that the existence of performance mesurement systems in organizations supports the learning process of employees with the confirming and the building of mental models. The results also showed that the learning process through mental model confirmation is able to improve employee performance while the process of building a mental model is indicated to slightly reduce employee performance. Furthermore, the process of confirming mental models in organizations plays a mediating role for a positive relationship between performance measurement systems and performance, while building of mental models is not able to mediate the relationship between performance measurement systems and performance.
