Abstract
Dana Desa merupakan unsur yang penting dalam menjalankan roda pemerintahan desa, pelaksanaan pembangunan desa, pembinaan masyarakat, dan pemberdayaan masyarakat desa. Oleh karena itu, diperlukan pengelolaan yang sesuai Peraturan Menteri Dalam Negeri Nomor 113 Tahun 2014 tentang Pengelolaan Keuangan Desa. Tujuan penelitian ini adalah mendeskripsikan dan menganalisis pengelolaan dana desa serta mengetahui faktor pendukung dan faktor penghambat dalam pembangunan infrastruktur desa di Desa Banggle Kecamatan Ngadiluwih Kabupaten Kediri. Metode penelitian ini menggunakan deskriptif kualitatif. Teori yang mendukung dalam penelitian ini yaitu: administrasi publik, desa, dana desa, pembangunan infrastruktur desa. Teknik pengumpulan data dilakukan melalui tiga cara, yaitu: observasi, wawancara, dokumentasi. Menggunakan metode analisa data Miles Hubberman yang terbagi menjadi 4 proses, yaitu: pengumpulan data, reduksi data, penyajian data, penarikan kesimpulan dan verifikasi. Hasil penelitian ini adalah pengelolaan dana desa dalam pembangunan infrastruktur desa dilaksanakan sesuai dengan prosedur yang telah ditetapkan oleh pemerintah pusat dan daerah. Perencanaan telah dilaksanakan melalui musrenbangdes, pelaksanaan juga telah dilaksanakan oleh tim pelaksana, penatausahaan juga telah dikerjakan oleh skretaris desa, pertanggungjawaban dan pelaporan sebagai wujud transaparansi juga telah dilaksanakan. Faktor pendukung yaitu: tingginya motivasi perangkat desa, kenaikan tunjangan perangkat desa, partisipasi masyarakat desa dalam musrenbangdes pembangunan infrastruktur desa, adanya prosedur pengelolaan dana desa dari pemerintah pusat. faktor penghambat: kompetensi sumber daya manusia yang masih kurang, kurang transparansi pengelolaan dana desa, hambatan teknis, kurang maksimal dalam proses audit dan evaluasi, rendahnya pendidikan masyarakat desa. Saran peneliti adalah Pemerintah Desa Banggle perlu melakukan pendekatan, pelatihan, sosialisasi, monitoring, dan transparansi terkait pengelolaan dana desa, pemerintah pusat atau daerah membantu memonitoring jalannya pengelolaan dana desa.
English Abstract
The Village Fund is an important element in running the wheels of village governance, implementing village development, fostering communities, and empowering rural communities. Therefore, professional management of village funds is needed according to Minister of Home Affairs Regulation No. 113 of 2014 concerning Village Financial Management. The purpose of this study is to describe and analyze the management of village funds and find out the supporting factors and inhibiting factors in village infrastructure development in Banggle Village, Ngadiluwih District, Kediri Regency. This research method uses qualitative descriptive. The supporting theories in this study are: public administration, village, village funds, village infrastructure development. The technique of collecting data is done in three ways, namely: observation, interviews, documentation. Using the Miles Hubberman data analysis method which is divided into 4 processes, namely: data collection, data reduction, data presentation, drawing conclusions and verification. The results of this study are the management of village funds in the construction of village infrastructure carried out in accordance with statutory procedures and regulations set by the central and regional governments covering the process of planning, implementation, administration, accountability and reporting. Planning has been carried out through the village planning meeting, implementation has also been carried out by the implementation team, administration has also been carried out by the village secretary, accountability and reporting as a form of transparency have also been carried out. Supporting factors are: the high motivation of the village apparatus, the increase in village apparatus allowances, the participation of the village community in the village infrastructure development planning village, the procedures for managing village funds from the central government. inhibiting factors: lack of competency in human resources, lack of transparency in village fund management, technical barriers, less than optimal in the process of auditing and evaluation, low education in rural communities. The suggestion of the researchers is that the Banggle Village Government needs to approach, train, disseminate, monitor, and transparency related to the management of village funds, the central or regional government to help monitor the management of village funds
