Abstract
Pelayanan publik bidang yang saat ini berevolusi secara signifikan dalam perkembangan teknologi. Pelayanan perizinan merupakan salah satu pelayanan yang sering dikeluhkan masyarakat khususnya para pengusaha dengan perizinan yang terbelit-belit hingga proses penyelesaian yang lama. Menghadapi hal tersebut, pemerintah mengembangkan sistem Online Single Submission (OSS) untuk memudahkan perizinan. Berdasarkan Peraturan Pemerintah Nomor 24 Tahun 2018 tentang pelayanan perizinan berusaha terintegrasi secara elektronik pemerintah daerah Kabupaten Malang melaksanakan pelimpahan wewenang dari pemerintah pusat untuk menerapkan sistem OSS. Tujuan dari penelitian ini adalah mengetahui, menjelaskan, dan menganalisis penerapan sistem OSS pada pelayanan perizinan. Kedua, mengetahui faktor pendukung dan faktor penghambat dalam penerapan sistem OSS pada pelayanan perizinan. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Yang menjadi fokus pada penelitian ini pertama penerapan sistem OSS pada pelayanan perizinan diukur melalui support, capacity dan value. Kedua, faktor pendukung dan faktor penghambat penerapan sistem OSS pada pelayanan perizinan Hasil penelitian menunjukan bahwa penerapan sistem OSS pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Kabupaten Malang sudah berhasil di terapkan dan berjalan dengan baik. Dilihat dari dukungan DPMPTSP Kabupaten Malang. Ketersediaan sumber daya infrastruktur berupa komputer, printer dan jaringan internet serta sumber daya manusia yang berkompeten dalam penggunaan teknologi. Serta manfaat yang dirasakan oleh masyarakat dengan adanya pengurangan keluhan masyarakat. Dalam penerapan sistem OSS terdapat faktor pendukung dan faktor penghambat. Faktor pendukung yaitu sumber daya infrastruktur dan sumber daya manusaia. Sedangkan faktor penghambat dalam penerapannya adalah kurangnya pengetahuan masyarakat tentang sistem OSS dan sistem OSS yang masih pada masa transisi. Saran peneliti mengenai penelitian ini untuk mengoptimalisasi penerapan sistem OSS adalah pertama, diberlakukan sosialisasi yang berkala dan terjadwal kepada masyarakat mengenai sistem OSS dan Pengawasan terhadap sistem OSS agar sistem ini berjalan dengan baik dan terus mengalami penyempurnaan.
English Abstract
Public service fields that are currently evolving significantly in technological developments. Licensing services are the one of the services that are often complained of by the community, especially entrepreneurs, with complicated permits to the long process of completion. In facing this, the government developed an Online Single Submission (OSS) system to facilitate licensing. Based on Government Regulation Number 24 of 2018 concerning licensing services integrated electronically, the Malang regency government carries out delegation of authority from the central government to implement the OSS system. The purpose of this study were to find out, explain, and analyze the OSS system in licensing services. Second, knowing the supporting factors and inhibiting factors in the implementation of the OSS system in licensing services. This study used qualitative research methods with a descriptive approach. The focus of this research were implementation OSS system in licensing services is measured through support, capacity and value. Second, supporting factors and inhibiting factors for the OSS system implementation in licensing services The results showed that the implementation of the OSS system in the Malang district Investment Service and One-Stop Integrated Service (DPMPTSP) had been successfully implemented and run well. Viewed from the support of Malang district (DPMPTSP). Availability of infrastructure resources in the form of computers, printers and internet networks and competent human resources in the use of technology. And the benefits felt by the community by reducing community complaints. In implementing the OSS system there were supporting factors and inhibiting factors. Supporting factors are infrastructure resources and human resources. The inhibiting factor in its application is the lack of public knowledge about the OSS system and the OSS system which is still in transition. Suggestions of this research to optimize the implementation of the OSS system are first, the periodic and scheduled socialization of the OSS system and Supervision of the OSS system so that the system runs well and continues to improve.
