Abstract

Aparatur Sipil Negara (ASN) merupakan tugas pengabdian pada negara. Setiap individunya memiliki beban urusan negara yang di tuntut memiliki kompetensi yang mencukupi untuk menjalankan tugas negara. Kompetensi ASN di kembangkan melalui program pendidikan dan pelatihan kerja. Pengembangan kompetensi ASN di setiap daerah adalah tanggungjawab Badan Kepegawaian Daerah (BKD) dan bekerjasama dengan Badan Pendidikan dan Pelatihan (BANDIKLAT) Jawa Timur. Ada 4 jenis diklat yang biasa di selenggarakan yaitu, diklat prajabatan, diklat fungsional, diklat teknis dan diklat kepemimpinan. Tujuan diadakannya diklat adalah untuk mengembangkan pengetahuan, keterampilan, sikap serta pengalaman kerja. Tujuan dari penelitian ini adalah untuk mengetahui pengembangan kompetensi ASN melalui diklat kerja serta mengetahui faktor pendukung dan faktor penghambat dari berjalannya diklat pada ASN di Kota malang. Hasil penelitian menunjukkan bahwa dalam mengembangkan kompetensi ASN melalui diklat kerja akan menambah pengetahuan, keterampilan, sikap serta pengalaman kerja. Hal ini diketahui dari kurikulum pada setiap diklat kerja ASN. Kurikulum diklat ASN tertera pada Peraturan Kepala Lembaga Administrasi Negara (PERKALAN). Peraturan tersebut memuat pedoman pelaksanaan diklat, mulai dari diklat prajabatan, diklat fungsional, diklat teknis serta diklat kepemimpinan. Ada beberapa faktor pendukung dan penghambat dari pelaksanaan diklat yang diadakan BKD. Faktor pendukung dari pelaksanaan diklat tersebut adalah ASN mampu mendapat nilai tinggi dari pelaksanaan ujian diklat, serta selalu berhasil mengembangkan kompetensi ASN di Kota Malang. Faktor penghambat dari pelaksanaan diklat tersebut terdapat pada komunikasi serta ketidak cocokan antara pihak yang di diklat dengan instansi pengajar.

English Abstract

The State Civil Apparatus (ASN) is a duty of service to the state. Each individual has the burden of state affairs in demand of having sufficient competence to perform the duties of the state. ASN competencies are developed through education and job training programs. The development of ASN competencies in each region is the responsibility of the Regional Personnel Board (BKD) and in cooperation with the Education and Training Agency (BANDIKLAT) of East Java. There are 4 types of training that are usually held, namely pre-service training, functional training, technical training and leadership training. The purpose of training is to develop knowledge, skills, attitudes and work experience. The purpose of this research is to know the development of ASN competence through work training as well as to know the supporting factors and the inhibiting factors of running the training on ASN in Malang. The results showed that in developing ASN competence through the work training will increase knowledge, skills, attitude and work experience. This is known from the curriculum of each ASN work camp. The ASN training curriculum is stipulated in the Regulation of the Head of the State Administration Institute (PERKALAN). The regulation contains guidelines for the implementation of the training, ranging from pre-service training, functional training, technical training and leadership training. There are several supporting and inhibiting factors of BKD training implementation. Supporting factors of the implementation of the training is ASN able to get high score from the implementation of the training exam, and always succeed in developing ASN competence in Malang. The inhibiting factors of the implementation of the training are in communication and disagreement between the parties in the training and the teaching institutions.
