Abstract
Pembangunan Bendungan Tugu telah membuat warga yang terkena pembebasan lahan harus kehilangan tanah dan rumah mereka. Bendungan ini berguna untuk irigasi guna meningkatkan produktifitas di bidang pertanian, mengurangi resiko kekeringan, banjir, pemangkit listrik serta nantinya mampu mendorong pendapatan daerah melalui pariwisata. Penelitian ini dilakukan di Desa Nglinggis Dusun Keser karena dusun ini menjadi salah satu tempat yang terkena pembebasan lahan yang menimbalkan respon positif dan respon negatif. Penelitin ini bertujuan untuk menjawab rumusan masalah (1) bagaimana bentuk negosiasi pihak berkepentingan terkait pembangunan Bendungan Tugu? (2) bagaimana respon masyarakat terkait pembangun Bendungan Tugu?. Metode penelitian ini menggunakan pendekatan etnografi dimana peneliti turun langsung ke lapangan untuk mengumpulkan data dengan teknik pengumpulan data yang dilakukan terdiri dari observasi, wawancara mendalam, dan studi literatur. Hasil penelitian ini menunjukkan adanya pembebasan lahan di Dusun Keser untuk kepentingan pembangunan Bendungan Tugu. Dalam proses pembebasan lahan memunculkan respon warga meliputi, keraguan terhadap pemerintah atas pembelian lahan mereka dikarenakan harga yang diberikan tidak sesuai dengan apa yang warga harapkan. Dengan demikian pemerintah dan warga bernegosiasi guna untuk mencapai kesepakatan bersama mengenai nilai ganti rugi. Hasil keputusan negosiasi tersebut bertujuan agar warga tidak mengalami kerugian. Sehingga warga dapat memanfaatkan hasil ganti rugi untuk dimanfaatkan dalam sosial dan ekonomi warga Dusun Keser.
English Abstract
The construction of Tugu Reservoir has made Trenggalek citizens who got the land acquisition lose their land and homes. The reservoir is used to irrigate agricultural land in that area to increase agricultural productivity. It is also used to reduce the risk of drought, flooding, power plants and it will help to encourage regional income through tourism. This research was conducted at Nglinggis Village, Dusun Keser, because this Village is one of some places which affected by land acquisition that causes positive and negative responses. The purpose of the study are to find out (1) how are the forms of negotiations between stakeholders related to the construction of the Tugu Reservoir? (2) How the citizens response regarding the construction of the Tugu Reservoir?. The researcher used ethnographic approach to collect the data, data collection consists of observation, in-depth interviews, and literature studies. The result of this research shows that the land acquisition at Dusun Keser is importance for the Tugu Reservoir construction. In the process of land acquisition the citizens show that they doubt about the compensation which provided by the government, because it is not compatible. Therefore the government and citizens negotiate to reach a mutual agreement on the value of compensation. The results of the negotiations aim to prevent the citizens from suffering losses. So the citizens can get advantage of the compensation to be utilized in the social and economic conditions of Dusun Keser.
