Abstract
Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Kutai Timur merupakan Satuan Kerja Perangkat Daerah yang bertugas memberikan pelayanan perizinan dan non perizinan kepada masyarakat. Penelitian ini bertujuan untuk menganalisa bagaimana pelaksanaan pelayanan terpadu dalam perspektif partisipasi dan kepastian hukum yang ada pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Kutai Timur dan apa yang menjadi hambatan dalam dalam penerapan partisipasi dan kepastian hukum. Pembahasan dalam skripsi ini menggunakan teknik analisis kualitatif deskriptif. Adapun yang dijadikan sebagai informan dalam penelitian ini yaitu sebanyak 6 orang, 4 orang dari Dinas PMPTSP Kabupaten Kutai Timur dan 2 orang masyarakat. Hasil penelitian menunjukkan bahwa pelayanan terpadu dalam perspektif partisipasi dan kepastian hukum sudah cukup baik. Dilihat dari fasilitas yang disediakan oleh pihak Dinas PMPTSP untuk menunjang partisipasi dari masyarakat seperti kotak saran dan call center namun untuk fasilitas website sebaiknya lebih ditingkatkan lagi untuk memudahkan masyarakat maupun investor. Kemudian, kepastian hukum yang diberikan oleh pihak Dinas PMPTSP sudah mengikuti aturanaturan yang telah ditetapkan. Kesimpulan dalam penelitian ini bahwa partisipasi dan kepastian hukum yang diterapkan oleh Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Kutai Timur masih perlu adanya perbaikan dan peningkatan sehingga bentuk partisipasi masyarakat terhadap pihak dinas berjalan dengan baik dan mudah, kemudian dalam mengeluarkan suatu perizinan pihak dinas sudah mengeluarkan sesuai dengan landasan peraturan terkait perizinan tertentu, dan setiap perizinan yang dikeluarkan memiliki landasan yang berbeda-beda.
English Abstract
The Department of One-Stop Investment and Integrated Services of East Kutai is a regional work unit which provides licensing and non-licensing services to the public. This study aimed to analyze how the implementation of integrated services in participation perspective and legal certainty that existed in Department of One Stop Investment and Integrated Services of East Kutai and understand what were the obstacles in implementing the participation and certainty legal. Data analysis in this study used descriptive qualitative analysis techniques. Data collection was obtained from informants, the informants in this study were six people they were four people from the Department of One-Stop Investment and Integrated Services of East Kutai and.two people of society. The results showed that the integrated service in participation perspective and legal certainty were already quite good. Based on the facilities that provided by the Department of One-Stop Investment and Integrated Services of East Kutai to support the participation of society were a suggestion box and call center, but the website should be enhanced to facilitate the public and investors. Then, the legal certainty that provided by the Department of One-Stop Investment and Integrated Services of East Kutai already followed the rules that had been set properly. The conclusion of this research is that the participation and legal certainty applied by the Department of One-Stop Investment and Integrated Service of East Kutai still need improvement and improvement so that the form of public participation to the government department is going well and easy, then in issuing a licensing service issued in accordance with the basis of certain licensing-related rules, and each permit issued has a different foundation
