Abstract
Kementerian Pertanian terus berupaya mengembangkan komoditas tebu di wilayah sentra-sentra pengembangan tebu melalui alokasi anggaran dan kegiatan yang ditujukan untuk peningkatan produksi dan produktivitas gula. Hal tersebut dipengaruhi oleh banyak faktor mulai dari harga produk pertanian(gula) yang rendah, adanya anggapan pekerjaan di bidang pertanian tidak elit, pertanian dianggap tidak bisa memenuhi kebutuhan sehingga beralih ke pekerjaan lain. PT. Perkebunan Nusantara II, Kebun Helvetia Medan memiliki strategi untuk memenuhi kebutuhan tenaga kerja tersebut, yaitu bekerja sama dengan perusahaan layanan jasa (outsourcing). Penelitian ini menggunakan pendekatan deskriptif kuantitatif yang bertujuan untuk mengetahui strategi apa saja yang dilakukan oleh PT. Perkebunan Nusantara II untuk memenuhi kebutuhan tenaga kerja di Kebun Helvetia, Medan. Pemilihan lokasi penelitian dilakukan secara purposive. Penentuan lokasi ini atas pertimbangan daerah tersebut merupakan daerah pengembangan tebu. Setelah tenaga kerja terpenuhi melalui perusahaanlayanan jasa (outsourcing), Kebun Helvetia mengalami peningkatan produktivitas dari tahun sebelumnya.
English Abstract
The Ministry of Agriculture continues to develop sugarcane commodities in the sugar cane development centers through budget allocations and activities aimed at increasing sugar production and productivity. This is influenced by many factors, starting from the low price of agricultural products (sugar), the notion of jobs in the agricultural sector that are not elite, agriculture is considered unable to meet the needs, so that they switch to other jobs. PT. Perkebunan Nusantara II, Helvetia Farm Medan has a strategy to meet the needs of the workforce, namely working with an outsourcing company. This study uses a quantitative descriptive approach which aims to find out what strategies are carried out by PT. Perkebunan Nusantara II to meet the needs of the workforce in Kebun Helvetia, Medan. The location of the study was conducted purposively. Determining this location at the consideration of the area is the area of sugarcane development. After the workforce was fulfilled through an outsourcing company, Helvetia Farm experienced an increase in productivity from the previous year.
