Abstract

Jaminan kehalalan dan keamanan daging sapi perlu diimplementasikan secara konsisten. RPH PD Dharma Jaya melayani jasa pemotongan sapi, dengan jumlah produksi 50-60 ekor/hari. RPH ini telah memperoleh sertifikat halal MUI dan Nomor Kontrol Veteriner (NKV) sebagai jaminan keamanan pangan asal hewan. Evaluasi biaya jaminan kehalalan dan keamanan di RPH ini belum dilakukan. Tujuan penelitian ini yaitu untuk menentukan biaya implementasi jaminan kehalalan dan keamanan dengan metode Prevention, Appraisal, and Failure (PAF) dan Process Cost Model (PCM), dan menentukan usulan perbaikan dengan diagram fishbone. Berdasarkan data penyembelihan dua tahun terakhir, diperoleh hasil pengelompokkan biaya dengan metode PAF. Rata-rata persentase prevention cost sebesar 32,70%, appraisal cost 65,54%, dan internal failure cost 1,76%. Dari metode PCM diperoleh persentase Cost of Good Quality (CoGQ) sebesar 91.10%, dan Cost of Poor Quality (CoPQ) 8,90%. Hasil perhitungan tersebut menunjukkan bahwa RPH ini telah mengimplementasi kehalalan dan keamanan dengan baik, karena internal failure cost dan CoGQ kurang dari 10%. Akar masalah dengan diagram fishbone terdapat pada biaya scrap disebabkan oleh man dan method. Usulan perbaikan dalam masalah ini yaitu penjagal harus memperhatikan animal welfare selama membawa sapi ke gangway. Selain itu, proses penurunan sapi saat unloading sebaiknya dilakukan secara perlahan untuk mencegah benturan.

English Abstract

Halal and safety assurance have to implemented continuously. PD Dharma Jaya slaughterhouse serves cutting service, which has amount of production approximately 50-60 cows/day. This slaughterhouse has achieved halal certificate from Indonesian Ulama Council (MUI), and Establishment Number (NKV) as a proof of food safety from animal. The evaluation of halal and safety assurance cost has not be applied well yet. This paper is aimed to determine halal and safety assurance cost with Prevention, Appraisal, and Failure (PAF) method, and Process Cost Model (PCM), and establish the improvement recommendation with fishbone diagram. Based on the slaughter data within last two years, obtained grouping results with PAF method. The average of prevention cost percentage is 32,70%, appraisal cost 65,54%, and internal failure cost 1,76%. From PCM method, the percentage of Cost of Good Quality (CoGQ) is 91,10%, and Cost of Poor Quality (CoPQ) is 8,90%. The calculation results show that this company has apply halal and safety assurance well, because of the internal failure cost and CoGQ are less than 10%. The root causes with fishbone diagram shows that the problem is exist on scrap cost which caused by man and method. The improvement recommendations are the worker have to concern about animal welfare while lead the cow to gangway. Besides, the unloading process should be done slowly in order to prevent bruises emergence on cow.
