Abstract
Tingginya angka Perceraian di kabupaten Pnorogo menjadi sorotan dari berbagai instansi terkait seperti Dinas Sosial Tenaga Kerja dan Transmigrasi, DPRD, Pengadilan Agama kabupaten Ponorogo adanya permasalahan yang terjadi antara lain tingginya angka perceraian di Kabupaten Ponorogo yang kebanyakan berprofesi sebagai TKI.Penelitian ini untuk mengetahui bagaimana sinergi lintas sektor dalam menanggulangi kasus perceraian keluarga tenaga kerja indonesia di Kabupaten Ponorogo dengan menggunakan teori koordinasi Drs.H. Malayu S.P Hasibuan.Peneliti ini menggunakan metode kualitatif deskriptif.Teknik pengumpulan data yaitu wawancara, observasi, Dokumentasi.Hasil dari Penelitian pada koordinasi yang dilakukan yang berada dilapangan yaitu peneliti mendapatkan bahwa kurangnya peran komunikasi organisasi yang terus berjalan dalam mengatasi permasalahan perceraian. Contohnya saja Peraturan daerah yang berkaitan tentang TKI tidak diperbolehkan bercerai sebelum kontrak kerjanya habis yang tak kunjung di implementasikan, terdapat Faktor faktor yang memepengaruhi gagalnya proses mediasi. Yakni Penggugat Tidak Datang Menghadap Forum Mediasi Apabila Penggugat tidak datang menghadap forum Mediasi, maka Hakim Mediator tidak dapat mendamaikan perkara perceraian yang dilakukan proses Mediasi, karena yang berperkara hanya satu pihak saja yang hadir, karena tidak adanya keseriusan dalam menjalani proses Mediasi, maka proses Mediasi dinyatakan gagal oleh Hakim Mediator, Dalam koordinasi Pembagian kerja, seharusnya terdapat program yang lebih spesifik Dalam melaksanakan penanganan kasus perceraian TKI. Contohnya dalam menangani masalah faktor-faktor yang menyebabkan proses mediasi itu gagal. Dimana sangat terlihat bagaimana kurangnya koordinasi dalam mengatasi faktor-faktor tersebut.
English Abstract
The high number of divorce in Ponorogo regency is highlighted by various related institutions such as Social Service of Manpower and Transmigration, DPRD, Religious Court of Ponorogo Regency, there are problems that occur such as high divorce rate in Ponorogo Regency which mostly work as TKI. This research is to know how the crosssector synergy in tackling the case of divorce of Indonesian labor family in Ponorogo Regency by using coordination theory of Drs.H. Malayu S.P Hasibuan. This research uses qualitative descriptive method. The collecting technique is interview, observation, documentation. The result of the research on the coordination done in the field that is the researcher get that lack of role of organizational communication that keep running in overcoming divorce problem. For example, local regulations relating to labor migrants are not allowed to divorce before their contracts run out which are not implemented, there are factors that affect the failure of the mediation process. The Plaintiff Does Not Come Over to Mediation Forum If the Plaintiff does not come to the Mediation Forum, the Mediator Judge can not reconcile the divorce case by the Mediation process, because the litigant is only one party present, in the absence of seriousness in the Mediation process, then the Mediation process otherwise failed by the Mediator Judge, In coordination Division of labor, there should be a more specific program In carrying out the handling of cases of divorce of labor migrants. For example in handling the problem of factors that caused the mediation process to fail. Where is very visible how the lack of coordination in overcoming these factors.
