Abstract
Pengembangan kapasitas sumber daya manusia merupakan salah satu cara yang digunakan untuk menghadapi perubahan sesuai dengan tuntutan jaman. Tanpa adanya pengembangan kapasitas, suatu organisasi tidak akan dapat bertahan lama dalam menghadapi kompetisi. Penelitian ini bertujuan untuk mengetahui, mendeskripsikan, dan menganalisis pengembangan kapasitas sumber daya manusia di Biro Sumber Daya Manusia, Kementerian Riset, Teknologi dan Pendidikan Tinggi Republik Indonesia. Selain itu, penelitian ini juga bertujuan untuk mengetahui, mendeskripsikan dan menganalisis faktor pendukung dan penghambat pengembangan kapasitas sumber daya manusia di Biro SDM Kemenristekdikti RI. Penelitian ini adalah penelitian deskriptif dengan pendekatan kualitatif dan dibatasi oleh dua fokus penelitian, yaitu; (1) Pengembangan kapasitas sumber daya manusia di Biro SDM Kemenristekdikti, meliputi: Rekrutmen, Pelatihan, Gaji dan Kondisi Kerja (2) Faktor-faktor pendukung dan penghambat pada pengembangan kapasitas sumber daya manusia. Data yang diperoleh melalui observasi, wawancara, dokumentasi di lapangan. Sedangkan analisis data yang digunakan adalah analisis data deskriptif model Seidel dengan melalui proses notice things, collect things, dan think about things. Hasil penelitian menunjukkan bahwa: (1) sesuai dengan teori Grindle, pengembangan kapasitas sumber daya manusia yang harus ditingkatkan yaitu, rekrutmen pegawai, kemampuan dan profesionalisme pegawai melalui pelatihan, pemberian gaji, dan kondisi kerja. (2) dalam pelaksanaan upaya pengembangan kapasitas sumber daya manusia internal Biro SDM Kemenristekdikti terdapat faktor-faktor yang mendukung dan menghambat,antara lain peran kepemimpinan, komitmen antara pimpinan dan bawahan, serta kesadaran individu pegawai. Saran yang dapat peneliti berikan antara lain: 1) penempatan pegawai sebaiknya disesuaikan dengan bidang keahlian yang dimilikinya; 2) pelaksanaan kegiatan informal sebagai pendukung pengembangan kapasitas sumber daya manusia sebaiknya disesuaikan dengan kondisi dan kebutuhan pegawai; 3) perlu adanya pelatihan maupun sosialisasi kepada pegawai dalam hal penggunaan teknologi.
English Abstract
Capacity Building human resources is one way that can be used to face the change of era and circumstance. Without an opportunity to do capacity building, an organization shall not be able to stand old in facing competition forever. The research aims to understanding, describing, and analysing capacity building human resources in Bureau Human Resources, Ministry of Research, Technology and Higher Education. In addition, the research is also aims to understanding, describing, and analysing some factors which as supporter or inhibitors of its. This research is descriptive research with qualitative approach and limited by two research focuses, those are (1) Capacity Building of Human Resources, through: Recruitment systems, Training, provision of good salary and condition of their work environment (2) factors which can be supporter and/or limitation in capacity building of human resources. Data obtained through observation, interviews, documentation in the field. Whereas data analysis used is descriptive data analysis by Seidel through notice things, collect things, dan think about things. The results of the research found that: (1) According to the theory of Grindle, that as a source of human resources in an organization, they need to be raised in ability and professionality in working through, rekruitment systems, training, provision of good salary, and condition of their work (2) In the implementation of the efforts to build capacity human resources internal at Bureau of Human Resources, Ministry of Research, Technology and Higher Education, Republic of Indonesia, there are some potential factors which can be supporter and/or limitation, for example: institution leadership, commitment between leader and subordinate, and individual consciousness of employees. Some suggestions that can be submitted by the researcher to Bureau of Human Resources, Ministry of Research, Technology and Higher Education, are as below: 1) the placement of employees should be adapted to their fields of expertise present; 2) informal activities as a supporter capacity building should be adapted to conditions and needs of employees; 3) needed some training program for employees in using of technology.
