Abstract
Sektor yang menunjang perekonomian di Indonesia salah satunya adalah Usaha Mikro, Kecil, dan Menengah (UMKM), sektor ini mencakup aspek yang berkaitan dengan pola kehidupan masyarakat. Konsep UMKM maupun ekonomi kreatif memiliki unsur kreativitas, ide dan inovasi. Kendala yang dihadapi oleh UMKM yakni kurangnya pengembangan sumberdaya pelaku UMKM sehingga produk yang dihasilkan kurang berdaya saing. Oleh karena itu diperlukan pemberdayaan Usaha Mikro, Kecil, dan Menengah untuk mendukung ekonomi kreatif. Penelitian ini bertujuan untuk mengetahui, mendiskripsikan dan menganalisis pemberdayaan UMKM berbasis ekonomi kreatif serta bagaimana mengatasi kendala/hambatan dalam prosesnya. Penelitian ini merupakan penelitian deskriptif kualitatif. Teknik pengumpulan data dalam penelitian ini dilakukan dengan observasi, wawancara dan dokumentasi. Penelitian ini menggunakan analisis Soft System Thinking (SSM), Checkland and Scholes. Adapun batasan masalah dalam penelitian ini adalah (1) Implementasi Program Pemberdayaan Usaha Mikro, Kecil dan Menengah Berbasis Ekonomi Kreatif dan (2) Bagaimana kendala/hambatan dalam Implementasi Program Pemberdayaan Usaha Mikro, Kecil dan Menengah Berbasis Ekonomi Kreatif. Hasil dari penelitian ini menunjukkan bahwa proses Implementasi Program Pemberdayaan Usaha Mikro, Kecil dan Menengah Berbasis Ekonomi Kreatif berjalan dengan baik, namun dalam aspek komunikasi Dinas Koperasi, Usaha Mikro dan Perdagangan Kota Batu menemui sedikit kendala miskomunikasi. Dinas Koperasi, Usaha Mikro dan Perdagangan Kota Batu belum cukup memiliki jumlah sumberdaya manusia yg memadai sehingga perlunya penambahan jumlah aparatur. Sumberdaya sarana dan prasarana cukup mendukung, serta anggaran yang masih belum mencukupi karena banyaknya kegiatan yang ada. Dalam penelitian ini juga menunjukkan disposisi dari Dinas Koperasi, Usaha Mikro dan Perdagangan Kota Batu dalam pelaksanaan Implementasi Kebijakan masih kurang. Belum adanya SOP yang mengatur wewenang masing-masing pelaksana.
English Abstract
Sectors that support the economy in Indonesia one of them is Micro, Small and Medium Enterprises (MSMEs), this sector covers aspects related to the pattern of community life. The concept of SMEs and the creative economy has an element of creativity, ideas and innovation. Constraints faced by SMEs is the lack of development of resources SMEs actors so that the resulting product is less competitive. It is therefore necessary to empower Micro, Small and Medium Enterprises to support the creative economy. This study aims to find, describe and analyze the empowerment of SMEs based on creative economy and how to overcome obstacles / barriers in the process. This research is a qualitative descriptive study. Technique of collecting data in this research is done by observation, interview and documentation. This research uses Soft System Thinking (SSM) analysis, Checkland and Scholes. The limitation of the problem in this research are (1) Implementation of Micro, Small and Medium Business Program Based on Creative Economy and (2) How to overcome obstacles / obstacles in Implementation of Micro, Small and Medium Business Program Based on Creative Economy. The results of this study indicate that the process of Implementation of Micro, Small and Medium Business Program Based on Creative Economy runs well, but in communication aspect of Department of Cooperation, Micro Business and Trade of Batu City encountered little problem of miscommunication. Department of Cooperatives, Micro Enterprises and Trade Batu City has not enough to have adequate human resources so that the need for additional number of apparatus. Facilities and infrastructure resources are quite supportive, and the budget is still not sufficient because of the many activities that exist. In this study also shows the disposition of the Office of Cooperatives, Micro Enterprises and Trade Batu City The absence of SOPs that regulate the authority of each implementer in the implementation of Policy Implementation is still lacking
