Abstract

Mutasi adalah kegiatan ketenagakerjaan yang berhubungan dengan proses pemindahan fungsi, tanggung jawab dan status ketenagakerjaan ke situasi tertentu dengan tujuan agar tenaga kerja yang bersangkutan memperoleh kepuasan kerja yang dapat meningkatkan produktifitas dan dapat memberi prestasi yang semaksimal mungkin kepada perusahaan. Tim Penilai Kinerja PNS sebagai penanggungjawab dalam kegiatan mutasi perlu mempertimbangkan beberapa analisis sebelum melakukan mutasi pegawai. Analisis tersebut menjadi penting untuk digunakan untuk mengoptimalkan pelaksanaan sistem mutasi pegawai, salah satunya adalah dengan menggunakan sistem merit. Penelitian ini menggunakan jenis penelitian deskriptif dengan pendekatan kualitatif yang berlokasi di Kabupaten Blitar, sedangkan situsnya berada di Badan Pertimbangan Jabatan Dan Kepangkatan Kabupaten Blitar. Sumber datanya primer diperoleh dari observasi dan beberapa wawancara dari informan yang berkaitan, sedangkan data sekundernya diperoleh dari dokumen-dokumen yang berhubungan dengan topik penelitian. Teknik pengumpulan data melalui observasi, wawancara dan dokumentasi. Sedangkan instrumen penelitiannya adalah peneliti sendiri, dan beberapa alat penunjang seperti pedoman wawancara, dan alat bantu lainnya. Hasil penelitian menunjukkan bahwa kriteria kesesuaian pelaksanaan merit system dalam mutasi jabatan dipertimbangkan dari pasal 134 Peraturan Pemerintah Nomor 11 Tahun 2017 tentang Manajemen Pegawai Negeri Sipil yang terdiri dari: (1) Standar Kompetensi Jabatan; (2) Perencanaan Kebutuhan Pegawai; (3) Pelaksanaan Seleksi dan Promosi; (4) Manajemen Karir; (5) Pemberian Penghargaan dan Sanksi; (6) Penerapan Kode Etik dan Kode Perilaku ASN; (7) Pengembangan Kompetensi; (8) Perlindungan Pegawai ASN; dan (9) Sistem Informasi. Selain itu, dalam pelaksanaan merit system pada mutasi pegawai, dianalisis pula lingkungan organisasi berupa kekuatan, kelemahan, peluang dan ancaman.

English Abstract

Mutation is an employment activity related to the process of transferring functions, responsibilities and employment status to a particular situation in order for the worker concerned to obtain job satisfaction that can increase productivity and can give the maximum achievement to the company. Performance Assessment Team of civil servant as responsible in mutation activity need to consider some analysis before doing mutation of employees. The analysis becomes important to be used to optimize the implementation of employee mutation system, one of them is by using merit system. This research uses descriptive research type with qualitative approach which is located in Blitar Regency, while its site is in Position and Duty Board of Blitar Regency. Primary data sources were obtained from observations and interviews from related informants, while secondary data were obtained from documents relating to the research topic. Data collection techniques through observation, interview and documentation. While the research instrument is the researcher himself, and some supporting tools such as interview guides, and other aids. The result of the research shows that the conformity criteria of merit system implementation in position mutation is considered from article 134 of Government Regulation Number 11 Year 2017 on Civil Servant Management consisting of: (1) Standard of Job Competence; (2) Employee Needs Planning; (3) Implementation of Selection and Promotion; (4) Career Management; (5) Awards and Sanctions; (6) Implementation of ASN Code of Conduct and Code of Conduct; (7) Competence Development; (8) ASN Employee Protection; and (9) Information Systems. In addition, in the implementation of system merit on employee mutations, also analyzed the organizational environment in the form of strengths, weaknesses, opportunities and threats.
