Abstract
Penelitian ini berawal dari pelayanan publik di desa belum terlaksana dengan baik. Selama ini perbaikan pelayanan publik hanya terfokus pada tingkat daerah. Sehingga pemenuhan pelayanan publik yang terdapat di desa atau kelurahan masih belum terlaksana dengan baik. Dengan adanya permasalahan tersebut Pemerintah Kabupaten Gresik bersama Sunan Giri Foundation berupaya untuk meningkatkan pelayanan yang ada di tingkat desa dengan membuat program The Sunan Giri Award. Penelitian ini bertujuan untuk mendeskripsikan serta mengevaluasi program The Sunan Giri Award di Desa Sambogunung Kecamatan Dukun Kabupaten Gresik. Penelitian ini menggunakan pendekatan kualitatif dengan metode penelitian deskriptif. Lokasi penelitian di Kabupaten Gresik dengan situs penelitian di Desa Sambogunung Kecamatan Dukun. Jenis data yang digunakan dalam penelitian ini adalah data primer dan data sekunder. Teknik pengumpulan data dilakukan dengan cara wawancara, observasi, dan dokumentasi. Instrument penelitian ini yakni peneliti sendiri, pedoman wawancara, serta perangkat penunjang. Analisis data penelitian menggunakan model interaktif seperti yang dikemukakan oleh Miles at all (2014). Dalam pelaksanaan evaluasi program ini dibagi menjadi 4 indikator yaitu input, process, output, dan outcome seperti yang dikemukakan Bridgman dan Davis dalam Tayibnapis (2010). Hasil evaluasi program: Input Program sudah baik tetapi perlu adanya regulasi dari pemerintah daerah kabupaten yang mengatur program, Process Program masih perlu adanya sosialisasi dan pemantauan secara berkelanjutan pasca pelaksanaan program, Output program sudah sesuai dengan hasil penilaian, Outcame program masih kurang antusisanya beberapa pemerintah desa dan masih adanya masyarakat yang tidak mengetahui program ini. Sehingga manfaat program yang dirasakan sebatas pada warga yang desanya mengikuti program The Sunan Giri Award.
English Abstract
This study originated from the public service in the village has not done well. During this time the improvement of public services focused only on the local level. So that those public services in the villages or village still has not done well. Given these problems together Gresik regency government Sunan Giri Foundation seeks to improve existing services at the village level by creating a program The Sunan Giri Award. This study aimed to describe and evaluate the program The Sunan Giri Award at Sambogunung Village Dukun District of Gresik County. This research used qualitative approach with descriptive method. Location of research in Gresik County, while site in Sambogunung Village Dukun District. Type of data include this research are primary and secondary data. Data collection techniques are interview, observation and documentation. Research instrument that researchers themselves, interview guides and tool documentation. Data analysis employs interactive model suggested by Miles at all (2014). In the evaluation of this program is divided into four indicators: input, process, output and outcome as presented in Tayibnapis Bridgman and Davis (2010). The results of the evaluation program: Input Program has been good but there needs to be regulation of the district government that governs the program, Process Program is still need for socialization and monitoring on an ongoing basis after the implementation of the program, the Output program is in conformity with the results of assessment, Outcame program is still lacking partisipation some village governments and there are still people who are not aware of this program. So that the perceived benefits of the program are limited to residents of the village follow the program The Sunan Giri Award.
