Abstract
Pertumbuhan ekonomi merupakan faktor penentu keberhasilan pembangunan. Banyak variabel yang mempengaruhi pertumbuhan ekonomi tersebut seperti; sumberdaya alam (SDA), sumberdaya manusia (SDM), investasi fisik, dan konsumsi rumah tangga. SDA sebagai salah satu variabel merupakan wadah mendasar bagi kegiatan produksi yang memiliki batas maksimum bagi pertumbuhan ekonomi dan SDA yang terbatas dimaksud memerlukan investasi untuk meningkatkan produksinya disamping peranan SDM yang berkualitas. Bagi masyarakat yang memiliki SDM yang berkualitas akan enciptakan produktifitas lebih tinggi dan berkorelasi terhadap peningkatan pendapatan yang bermuara pula pada kemampuan daya beli (konsumsi) dan pada akhirnya mendorong peningkatan pertumbuhan ekonomi daerah. Penelitian ini bertujuan untuk mengetahui 1) pengaruh secara komprehensif SDA, investasi fisik, SDM dan konsumsi rumah tangga terhadap pertumbuhan ekonomi di Propinsi Riau, 2) a. pengaruh investasi fisik terhadap pertumbuhan ekonomi di Propinsi Riau, b. pengaruh investasi fisik terhadap pertumbuhan ekonomi di Propinsi Riau melalui SDA, dan 3) pengaruh investasi sosial terhadap pertumbuhan ekonomi di Propinsi Riau melalui SDM. Penelitian ini menggunakan data sekunder yang telah dikumpulkan dari instansi pemerintah Kabupaten/Kota dan swasta dengan data time series tahun 2006 – 2011dan panel untuk 11 Kabupaten/Kota di Propinsi Riau. Pengambilan data dengan observasi, dokumentasi dan wawancara kepada tokoh formal maupun non formal. Variabel penelitian yaitu pertumbuhan ekonomi harga konstan tahun 2000 pada kabupaten/kota, SDA (kelapa sawit, karet, kelapa, minyak bumi, d n batubara), investasi fisik (PMDN dan PMA), investasi sosial (anggaran APBD kabupaten/kota dan swasta bidang pendidikan dan kesehatan), SDM (tingkat pendidikan tenaga kerja), dan konsumsi rumah tangga. Analisis yang digunakan adalah path analysis dengan program SmartPLS. Hasil penelitian menunjukkan 1) secara komprehensif yaitu pengaruh SDA, investasi fisik, SDM, konsumsi rumah tangga berpengaruh signifikan terhadap pertumbuhan ekonomi di Propinsi Riau. Pengaruh SDM dominan meningkatkan pertumbuhan ekonomi di Propinsi Riau. 2) a. pengaruh investasi fisik terhadap pertumbuhan ekonomi di Propinsi Riau adalah positif, b. pengaruh investasi fisik terhadap pertumbuhan ekonomi di Propinsi Riau melalui SDA adalah positif. 3) Pengaruh investasi sosial terhadap pertumbuhan ekonomi melalui SDM adalah positif.
English Abstract
Economic growth is the driver of development success. There are several variables that effect economic growth such as natural resources, human resources, physical invesment, and household consumption. Natural resource is one of the variables that becomes the foundation for production activity which has maximum constraint for economic growth; and the limited natural resource needs an investment to improve the production besides it also requires quality human resource. As the society improvement that ini tum also enhance purchase power (consumption). At the end, it will encourage local region`s economic growth. This research aims to know: 1) the role of natural resources, physical investment, human resource, and household consumption comprehensively toward the economic growth of Riau Province, 2) a. the role of physical investment toward the economic growth of Riau Province, b. the role of physical investment toward the economic growth of Riau Province through natural resources, and 3) the role of social investment toward the economic growth of Riau Province through human resource. This research utilized secondary data that were collected from local government institutions (cities/regencies) and private institutions in time series from 2006-2011 as well as panel for 11 cities/regencies in Riau Province. Data collection was conducted through observation, documentation, and interview with formal and non formal figures. Research variable consisting of economic growth at constant price in 2000 of cities/regencies, natural resources (coconut palm, rubber, coconut, oil, and coal), physical investment (domestic and foreign investments), social investment (local government Income and expenditure of cities/regencies and private sector budget for education and health), human resource (education level of the labors), and household consumption. The analysis instrument used in this research was path analysis with Smart PLS Program. The demonstrates that 1) comprhensively, the role of natural resources, physical investment, human resource, and household consumption have significant. Effect human resource is dominant on the economic growth of Riau Province. 2) a. the role of physical investment on the economic growth is positive, and b. the role of physical investment on the economic growth through natural resources is positive. 3) the role of social investment on the economic growth through human resource is positive.
