Abstract
Rencana pembangunan nasional memerlukan pentahapan, untuk menjamin pelaksanaan rencana pembangunan secara baik diperlukan penyempurnaan administrasi negara. Reformasi birokrasi merupakan dua konsep utama bagi perbaikan kondisi penyelenggaraan kehidupan berbangsa dan bernegara di Indonesia. Reformasi birokrasi diamanatkan dalam beberapa peraturan perundangan di Indonesia, peraturan perundangan tersebut mewajibkan seluruh Kementeran/lembaga/pemda untuk melaksanakan reformasi birokrasi. Kementerian Kehutanan merupakan salah satu kementerian yang diwajibkan untuk melaksanakan reformasi birokrasi. Pada prosesnya reformasi birokrasi di Indonesia di dahului dengan proses perencanaan yang dilakukan masing-masing kementerian/lembaga/pemda yang akan melaksanakannya. Kementerian Kehutanan telah melalui proses perencanaan tersebut dan telah menghasilkan dokumen rencana reformasi birokrasi Kementerian Kehutanan. Akan tetapi hasil penilaian oleh Menpan menunjukkan bahwa dokumen rencana reformasi birokrasi Kementerian Kehutanan harus diperbaiki, selain itu proses perencanaannya melewati waktu yang telah ditetapkan. Tujuan dari penelitian ini adalah mendeskripsikan dan menganalisis :1) proses perencanaan reformasi birokrasi di Kementerian Kehutanan; 2) Faktor pendukung dan faktor penghambat dalam proses perencanaan reformasi birokrasi pada Kementerian Kehutanan; dan 3) Efektivitas proses perencanaan reformasi birokarsi pada Kementerian Kehutanan. Metode yang digunakan dalam penelitian ini adalah kualitatif deskripitif. Pengumpulan data dilakukan dengan wawancara terstruktur dan dokumentasi. Teknik analisis data yang digunakan adalah analisa model interaktif yang terdiri dari mereduksi data, menyajikan data serta menarik kesimpulan. Hasil penelitian menunjukkan bahwa proses perencanaan reformasi birokrasi di Kementerian Kehutanan melibatkan beberapa pejabat eselon 1 dan eselon 2 yang bertidak sebagai pengambil keputusan dan pejabat eselon 3 yang menyusun program-program usulan serta pejabat eselon 4 yang membantunya. Prioritas program reformasi birokrasi pada Kementerian Kehutanan adalah kegiatan perijinan dan beberapa permasalahan yang terdapat dalam Renstra Kemenhut 2010-2014. Peramalan (forecasting) dilakukan dengan menggunakan perkiraan-perkiraan. Penetapan tujuan dilakukan berdasarkan pedoman reformasi birokrasi yang telah ditetapkan dan tetap mengakomodir Renstra Kemenhut 2010-2014. Pemilihan cara untuk pencapaian tujuan disesuaikan dengan permasalahan yang dihadapi. Terdapat beberapa kebijakan yang mendukung. Mekanisme perencanaan dilakukan dengan rapat paripurna, rapat internal, FGD dan rapat konsinyasi. Dokumen ditandatangani oleh Menteri Kehutanan sebagai tanda persetujuan Rencana. Faktor pendukung pada proses perencanaan reformasi birokrasi adalah faktor sistem yang digunakan dan faktor lingkungan khususnya unsur politik. Faktor penghambat yang diidentifikasikan adalah faktor SDM perencana dan Faktor pendanaan. Selanjutnya pada pengukuran efektivitas proses perencanaan reformasi birokrasi pada Kementerian Kehutanan dari segi input, proses, dan output menujukkan bahwa proses perencanaan tersebut tidak efektif.
English Abstract
Public development plan requires staging, indeed, good development plan is ensured through perfecting the public administration. Bureaucracy reform is a concept of improving the organization of citizenship. It is also mandated into some statutes which are requiring whole ministries/agencies/local government to conduct the bureaucracy reform. The Ministry of Forestry represent one given mandate of this bureaucracy reform. In practice, the bureaucracy reform is preceded by the planning made by each ministry/agency/local government. The Ministry of forestry has prepared the document plan of bureaucracy reform. However, Menpan judges that the document needs for revision and that schedule is already passed. The objective of this research is to describe and to analyze : (1) The planning process of bureaucracy reform at The Ministry of Forestry; (2) The supporting and constraining factors of the planning process of bureaucracy reform at The Ministry of Forestry; and (3) The effectiveness of the planning process of Bureaucracy reform at The Ministry of Forestry. Research method is descriptive qualitative. Data collection techniques include structured interview and documentation. Data analysis technique is interactive model analysis involving data reduction, data presentation and conclusion. Result of research indicates that the planning process of bureaucracy reform at The Ministry of Forestry involves some first-echelon and secondechelon officers who act as the decision maker and third echelon officers who function as the program designer with support from the fourth-echelon officers. The priority of the bureaucracy reform program at The Ministry of Forestry is the Permission activity and some issues in the strategic planning of The Ministry of Forestry 2010-2014. The method of achieving the goal is based on the issue to be dealt with. The mechanism for planning may be plenary assembly, internal assembly, FGD and consignation assembly. The document will be assigned by The Minister of Forestry as the indication of agreeing the plan. The factors supporting the planning process bureaucracy reform are the system used and environment, especially the political realm. The constraining factors are the incapable human resource of planner and limited fund. The result of measurement of the effectiveness of the planning process of bureaucracy reform at The Ministry of Forestry in term of input, process, and output shows that the planning process is not effective.
