Abstract
Potensi perikanan Indonesia yang memenangkan pasar MEA dan meraih green ticket berpengaruh terhadap berkembangnya industri pengolahan hasil laut. Kabupaten Tuban merupakan salahsatu daerah pengembangan industrialisasi di Jawa Timur dengan potensi perairan sepanjang 65 km, wilayah lautan sebesar 22.608 km 2 , dan menghasilkan perikanan laut mencapai 10.740,07 ton (BPS Kab. Tuban, 2013). Industri yang berkembang di Tuban adalah industri terasi yang merupakan oleh-oleh khas Tuban. Peluang industri terasi didukung dengan adanya pengembangan kawasan minapolitan di Kecamatan Palang dengan berbagai fasilitas seperti Pusat Pendaratan Ikan (PPI), cold storage , dan pasar ikan. Namun, peningkatan industri terasi tidak diimbangi dengan pengolahan limbah maupun penanganan higienis ruang dan pekerja, serta limbah gas berupa polutan bau ammonia dari terasi yang mempengaruhi kualitas udara di dalam ruang produksi maupun di sekitar kawasan industri. Higienis bangunan industri terasi dicapai dengan penggunaan material ruang yang sesuai dengan persyaratan ruang per-proses produksi, standar higienis pengolahan pangan, serta sistem penanganan limbah dan hama. Proses produksi terasi meliputi pencucian, pengeringan, penggilingan, penjemuran, fermentasi, pencetakan, dan pengemasan. Setiap proses mempunyai persyaratan ruang khusus sesuai dengan karakter bahan olahan sehingga berpengaruh pada pemilihan material elemen ruang dan perlengkapan pekerja agar higienis produksi tercapai. Sistem pengangkutan material di dalam ruang produksi menentukan jalur sirkulasi antar ruang dengan adanya area transisi sebagai pengkondisian higienis pekerja dan alat angkut. Keamanan produk dan keselamatan kerja didukung dengan kondisi higienis ruang dan jalur sirkulasi evakuasi yang dirancang pada setiap ruang menggunakan one-lock system . Limbah industri terasi berupa limbah cair pencucian udang rebon basah dan limbah padat berupa kepala udang yang mengandung senyawa penghasil ammonia sebagai limbah gas. Aroma terasi merupakan karakter industri terasi, sedangkan bau terasi merupakan polutan yang berdampak pada menurunnya kualitas udara di lingkungan sekitar kawasan industri. Polutan gas diatasi dengan penggunaan adsorben berupa karbon aktif dan vegetasi peredam bau. Higienis outdoor dapat dilakukan dengan tata letak massa bangunan pada tapak dengan memperkecil jangkauan area basah dan memperbesar radius peredaman polutan bau. Bangunan industri terasi dirancang pada area pantai utara sehingga dapat mengoptimalkan pemanasan matahari pada ruang penjemuran berupa glass house . Selain adanya ruang isolasi khusus untuk proses fermentasi, penunjang higienis juga berupa ruang dekontaminasi, air lock system , ruang kontrol, dan ruang bersih.
English Abstract
Indonesia’s fishery has won MEA market and got green ticket which is take effect of seafood industry development. Tuban district is the one regional of industrial development in East Java that have potentials such as 65 miles of waters area, 22.608 km 2 of the oceans area, and produces 10.740,07 ton of marine fisheries (BPS Kab.Tuban, 2013). The main industry in Tuban is terasi (shrimp paste) which is incident souvenir of marine product. Shrimp paste industry is supported by the minapolitan districts that have facilities like a fish landing center (PPI), cold storage, and fish market. However, upsurge of shrimp paste industry neither supported by waste treatment nor hygienic handling of processing room and employees, also the gas pollution of ammonia that impact air quality in the room or out around. Hygienic of industrial building shown by using materials that appropriate of processing room requirements, hygienic standard of food processing, either waste or pest treatment system. Shrimp paste production process includes washing, drying, milling, fermenting, printing, and packaging. Each process has specific requirements accordance with the characters of processed materials so that it can take effect on chosen room’s materials and worker’s equipment to achieve hygienic production. Material handling systems in production room define the circulation between rooms that have transition area as conditioning hygienic on employees and conveyance. Product and occupational safety are supported by hygienic of rooms and evacuation paths which are designed on every room by using one-lock system. Wastes of shrimp paste industry such as liquid waste from wet rebon and solid waste as rebon ’s head which produce ammonia compounds as gas waste. Aroma of shrimp paste is the character of shrimp paste industry, while the smell of shrimp paste is pollutant that effect of declining air quality in the environment around. Gaseous pollutants are solved by using adsorbent on activated carbon and vegetation. Outdoor hygienic can be done by arrange the building mass position in the site like reduce the range of wet areas and enlarge the radius of pollutants reduction. Shrimp paste industrial building is located in the north coast so it can optimally catch of sunlight for drying on the glass houses. In addition to the isolation room of fermentation, it also supported by room of decontamination, air-lock system, controller, and cleaning room.
