Abstract
Penelitian ini bertujuan untuk mengetahui praktik Network Governance yang terlibat dalam upaya pengembangan UMK melalui program PUSYAR di Kota Mojokerto. Program tersebut merupakan inovasi dalam upaya pengembangan UMK berbasis syari’ah yang pertama kali diterapkan di Kota Mojokerto dengan pemanfatan dana infaq dan shadaqah untuk membayar biaya bunga, administrasi dan asuransi. Munculnya program tersebut berawal dari kompleksitas permasalahan yang menghambat pengembangan Usaha Mikro dan Kecil di Kota Mojokerto. Kajian ini dianalisis menggunakan teori network governance dari Christopher Koliba, Jack W. Meek, dan Asim Zia dengan indikatornya yaitu, struktur, kepercayaan, adanya tujuan publik yang ingin dicapai, dan pola interaksi pertukaran dan hubungan. Jenis penelitian ini yaitu penelitian kualitatif yang diulas secara deskripif. Teknik pengumpulan data dilakukan melalui wawancara, observasi dan dokumentasi. Hasil penelitian menunjukkan bahwa, pertama, Walikota Mojokerto dan Baznas sebagai Lead Orgnization dalam struktur pelaksanaan program PUSYAR, namun dalam operasional pelaksanaanya dijalankan oleh aktor – aktor yang tertulis dalam MoU. Kedua, kepercayaan hanya timbul antar aktor pemerintah dan swasta, masyarakat hanya sebagai partisipan. Ketiga, adanya tujuan publik yang ingin dicapai, program PUSYAR bertujuan untuk pemberdayaan kaum dhuafa melalui usaha produktif , hal ini selaras dengan visi Pemerintah Kota Mojokerto yaitu visi kesejahteraan. Namun tujuan ini belum tercapai secara maksimal. Keempat, pola interaksi antar aktor dalam pertukaran terlihat dalam MoU yang membagi peran masing – masing aktor sesuai dengan sumber daya yang dimilikinya. Pengaplikasiannya terlihat pada proses pengajuan PUSYAR. Pertukaran antar aktor yang terlibat mengalami pertukaran yang tidak seimbang. Ketergantungan antar aktor sama sekali tidak terlihat dari pemerintah terhadap pihak LSM.
English Abstract
This research aims to determine the practice of Network Governance involved in efforts to develop UMK through PUSYAR program in Mojokerto City. The program is an innovation in efforts to develop sharia-based UMK first applied in the city of Mojokerto with utilization of infaq and shadaqah funds to pay interest, administration and insurance. The emergence of the program started from the complexity of the problems that hampered the development of Micro and Small Enterprises in Mojokerto City. This study was analyzed using network governance theory from Christopher Koliba, Jack W. Meek, and Asim Zia with indicators such as, structure, belief, the purpose of the public to be achieved, and the pattern of interaction of exchange and relationships. This type of research is qualitative research is reviewed descriptively. Data collection techniques are done through interviews, observation and documentation. The results show that, firstly, the Mayor of Mojokerto and Baznas as Lead Orgnization in the implementation structure of the PUSYAR program, but in its operational implementation is run by the actors written in the MoU. Secondly, trust only arises between government and private actors, society only as participants. Third, the existence of public goals to be achieved, PUSYAR program aims to empower the dhuafa through productive efforts, this is in harmony with the vision of the Government of Mojokerto City is the vision of welfare. But this goal has not been reached maximally. Fourth, the pattern of interaction between actors in exchange is seen in the MoU that divides the role of each actor in accordance with the resources it possesses. The exchange between the actors involved experiences an unbalanced exchange. Interdependence between actors is totally invisible from the government against NGOs.
