Abstract
Kebijakan inovatif dalam mengembangkan sektor industri kecil oleh pemerintah Indonesia dengan diikuti pengelolaan yang baik dijadikan kebijakan penciptaan kesempataan kerja, kebijakan anti kemiskinan, dan kebijakan redistribusi pendapatan. Sektor industri kecil merupakan salah satu lokomotif yang krusial bagi pembangunan dan pertumbuhan ekonomi Negara banyak di dunia. Eksistensi sektor industri kecil di dalam proses pembangunan ekonomi Negara-negara berkembang terdesak dan tersaingi oleh sektor usaha skala besar, serta sering dikaitkan dengan masalah-masalah ekonomi sosial, seperti tingginya jumlah kemiskinan, besarnya pengangguran, ketimpangan distribusi pendapatan, serta masalah urbanisasi dengan segala efek negatifnya. Dengan berbagai macam usaha yang mengalami keterpurukan, industri kecil mampu bertahan dan menjadi katup penyelamat bagi rakyat yang mebutuhkan. Dalam hal ini di Kota Blitar Industri kecil kerajinan bubut kayu menjadikan sumber utama kesejahteraan masyarakat. Namun dengan eksistensi industri kecil ini menyebabkan beberapa permasalahan muncul serta mempengaruhi dalam proses pengembangan industri kecil. Sehingga perlunya upaya pemerintah daerah dalam mengembangkan industri kerajinan bubut kayu di Kampung Wisata Kelurahan Tanggung Kota Blitar. Hasil penelitian menunjukkan bahwa yang dilakukan oleh pemerintah daerah khususnya Dinas Perindustrian dan Perdagangan Kota Blitar dalam mengembangkan industri kecil kerajinan bubut kayu di Kota Blitar dengan melakukan berbagai kegiatan, (1) Pengembangan kualitas SDM, (2) Pemberian pengaturan dan pengendalian usaha, (3) peningkatan kualitas produk dan (4) Penjalinan Kemitraan dan Kerjasama yang Kuat. Faktor pendukung dari upaya pemerintah dalam mengembangkan industri kecil kerajinan bubut kayu adalah tersedianya struktur birokrasi yang terintegrasi, ketersediaan kualitas dan kuantitas SDM Instansi yang memadai, ketersediaan tenaga kerja industri yang cukup dan ketersediaan anggaran dana yang mencukupi. Faktor penghambat dalam upaya pengembangan industri kecil kerajinan bubut kayu adalah minimnya pengetahuan SDM terhadap pelaku industri kecil, minimnya inovasi produk terhadap pelaku industri, lemahnya aksesbilitas jaringan informasi usaha dan minimnya dukungan dari masyarakat. Terdapat 3 (Tiga) saran atau rekomendasi, baik untuk Disperindag maupun untuk pengusaha industri kecil di Kelurahan Tanggung Kota Blitar yaitu : 1. Pelatihan dalam rangka meningkatkan kualitas SDM yang perlu dilakukan secara continue. 2. Peningkatan jaringan informasi yang perlu dilakukan oleh Disperindag dengan melakukan pemasyarakatan tekhnologi baru secara maksimal. 3. Pemberian penghargaan (reward) bagi para pengusaha kerajinan kayu oleh Disperindag yang dianggap sukses.
English Abstract
Innovative policies in developing small industries sector by the Indonesian government to follow proper management made job creation policy, poverty policy, and the policy of income redistribution. Small industrial sector is one of the locomotive that is crucial for development and economic growth in many countries in the world. Existence of a small industrial sector in the economic development process Developing countries pushed and unmatched by any large-scale enterprise sector, and is often associated with socio-economic problems, such as high poverty rate, the magnitude of unemployment, unequal distribution of income, as well as urbanization problems with any effect negative. With a variety of businesses that experienced the downturn, small industries to survive and become safety valve for people who need. In this case small wooden craft industry in Blitar City makes a major source of public welfare. But the existence of this small industry caused some problems arise and affect the process of development of small industries. Thus the need for local government efforts in developing woodcraft industry in the Tourism Village, Tanggung Village Blitar City. The results showed that undertaken by the local government, especially the Department of Trade and Industry has sought Blitar in developing small woodcraft industry in Blitar City to perform various activities, (1) Development of quality human resources to procurement workshops, guidance managerial techniques, and monthly meetings procurement, (2) the provision of the regulation and control of business by an increase in the ease of service licensing and institutional strengthening of wooden handicrafts and small industries, (3) improving the quality of products, and (4) interlacing Strong Partnership and Cooperation. Factors supporting the governments efforts in developing small woodcraft industry is the availability of an integrated bureaucratic structure, availability of quality and quantity of human resources adequate institutions, the availability of sufficient manpower industry and budget availability of sufficient funds. Inhibiting factor in the development of small wooden craft industry is the lack of knowledge of human resources to small industry players, the lack of product innovation to industry participants, the lack of accessibility of network information and lack of support from the business community. Referring to the results of the analysis, it contained three recommendations for Disperindag both for entrepreneurs and small industries in the district of Blitar Responsibilities are: 1 training in order to improve the quality of human resources that need to be done continuously. 2 Increased network information that needs to be done by the Department of Industry by correctional new technology to the fullest. 3. The award (reward) for employers woodcraft by Disperindag deemed a success.
